Please explain to me, how designers (human-centered ones, not technical) are "making" things, tools, etc. Aren't developers and engineers those who are actually making the things?

Probably because "making" is sort of a weasel word. It's broad enough to be applied to almost anyone in the product design space, whereas "building" would definitely only apply to developers and engineers.
