He was also on duty that weekend. So it’s not necessarily that his force always knew, although they probably did, but it was the FBI. The other challenge is they’re so locked into their union that it isn’t easy to simply fire them. They’d need a strong amount of proof of corruption to fire him so rumors and hunches wouldn’t have been enough fo just kick him off. Suspicions don’t account for much if you can’t rock solid prove them otherwise the union is gonna fight you off.

Most banks do not allow cash to be stored in safety deposit boxes specifically because the chances of it being dirty is high. If the money is clean you'd just deposit it.
