I believe that people should be moved using elevated Trains, RIGHT ABOVE the same corridors used for Freight Trains. People are lighter than freight, we also demand more space. The trains can therefore be lighter but using the same corridors makes sense, the right-of-ways are in-place. PLUS, there is no interference with car and truck traffic when you are elevated above that traffic. Heck, speaking of traffic, elevated trains can also use the Interstate corridors...

The GOP were hoping that the bipartisan infrastructure bill would steal all the things the moderates wanted, which would allow them to peel off a single Democratic senator and torpedo the entire rest of the Democratic infrastructure package. That's why Pelosi and Biden insisted that the bipartisan bill would need to be passed alongside the rest of the infrastructure package.
