I recently aided a woman with an enforcement agent at her door. The agent was video recording using a bodycam, he was asked to switch off the equipment and he refused, despite the fact that he was on private property. A long conversation and many threats from the agent passed the time until the police attended. When the police attended we asked them also to stop recording on their bodycams, they refused, but as a mutual agreement they agreed to stand on public property and summoned the agent to leave the premises. The police were unable to say with any certainty about the use of bodycams on private property, so they asked the agent to leave and the police will notify me in due course. This was 3 months ago, I still have not received a reply from the police and no further contact from the enforcement agent..... Every part of the law I have found, states that capturing images on private land must be done so with the consent of the owner.

Correct. You can ad to that they cannot look into your house (the place you live) from Public land either. Public land to any businesses,buildings, airport, police stations ,army barracks etc you can film. Just not INTO residential homes.

The guy raises a good point. These people claim to be just 'passing on the message' for whatever company they work for, or 'doing their job' but it's them that are the ones knocking your door, they're the ones asking for money, they're the ones enforcing the scams. They ask for money but couldn't care less who owes it, and take zero responsibility for their actions. I might start my own business tracking down these tools, and collecting money off them for clients who've been harassed, and needlessly had their time wasted. If they don't pay up, at least they get to feel what it's like to have someone constantly calling around with fake documents trying to extort money from them.

You know i kind of get the need for bailiffs for people who owe a genuine & valid debt and have no intention of paying anything. They need regulating though with regards to the costs they can add on.. However when they're not sure who & where the debtor is and they harangue 3rd party innocent citizens, that pisses me off big time. You were right to record him and sticking to your guns about not paying somone elses debt.

Then he gets 20% of what he collects. And if you'd watched the whole video you'd have heard me explain how I had traded the car to a dealer, and the dealer acknowledged the debt was his. Ya fuckin clown.

Andy Davison When you sell or transfer your vehicle you must notify the DVLA straight away using the V5C part of your registration document. Remember by law, it is the seller's responsibility to tell the DVLA about the change of keeper. If you don't do this you commit an offence and you will still be liable for the vehicle. SELLING TO A PRIVATE BUYER If you have your V5C registration document you need to: Fill in sections 6 Sign and date the declaration in section 8 along with the new keeper Fill in section 10 (V5C/2) and give it to the new keeper - they will need this to tax the vehicle Keep a record of the new keeper's name and address Tear off section 1 to 8 (V5C) and send it to: DVLA, Swansea, SA99 1BA just for your info have a nice day

The car was traded in to a dealer, and it becomes THEIR responsibility. Realistically, I should have followed it up around a month later, when I hadn't known about the DVLA sending letters out confirming you're not the car owner anyone after it's been resold

Bailiff is tied in a catch22 situation. Even if the defendant informs the guilty party of the outstanding parking fines, if he choses to ignore them, the bailiff has to come back to enforce paying of the fines although he knows that cammer has got nothing to do with this sorry affair. If cammer has told council that the car was sold, his responsibility ends. If council wants to waste taxpayer money, they should pursue the matter in court, again.

When bailiff said about other vehcles on drive, you should say check with the DVLA, but that only shows "THE REGISTERED KEEPER" NOT "THE OWNER"

By law, Councils can only pursue the DRIVER, not the Registered Keeper (there is no such thing as a 'Registered Owner') - and they are NOT fines. Fines are ONLY issued by courts, after a trial and conviction.

As much as I love the law of the land and so on,and I do understand all of this extremely well...it can't work. They will just keep coming back. The world has somehow been built like this, on lies and corruption. The rich families of the world that run everything built the system for their gain, and however cruel it is...it actually works. Because of their evil and greed we have a system in place. The system does work to an extent. The bailiffs who come are only doing their jobs to get money for them to survive. We get the nobheads who think their gods gift and think they know the law and are usually ex bouncers or meatheads. They are in the wrong jobs and shouldn't be allowed to do the job. Now we get the few who understand the system, understand that it's bs and try and challenge it. However because we're not wise enough, because we don't read contracts...noone reads them whoever is reading this don't bullshit...very few read. The smart who understand read the contract...and smart people don't sign or get it changed. The rest of us to the elite are raised drone workers, warehouse manual labour, made to make the rich money, made to work and accept everything and they do. ...its a crap world we live in. So yeah we're not smart enough hence we don't read Contracts. Even when the EU came in, all the European leaders didn't read the contract because they didn't understand it. Also sadly it won't work because you can rarely trade goods for goods...meaning no home without a bank...unless inherited. No food from the shop without their currency.....as I said its a shot world.

Because In Scotland..... It's the driver that is liable for the motoring offence, NOT the registered keeper, and under Scots Law, you are under no obligation to name the driver.... so, unless they have specific evidence of who the offender is, then there is No Case to answer. The Private Parking Companies will contact the registered keeper as the first port of call, but you just remind them of the law which I stated above and also not to contact yourself again regarding that matter, otherwise you'll report them the the British Parking Association and the police for harrassment. Works everytime for me :)

@@andydavison2819 Hi Andy. The problem is that you are the registered keeper it was in your name when another driver was driving. So by the regulations it is your debt. That what the bailiff was trying to explain. The only way for you personally can not pay the ticket is to ask the person who was responsible. It looks to me that this person knows that they do not have to pay it as it was in your name if you take it to court you will lose. This situation is a life lesson. Hope this info helps, If you would like me to clarify anything or ask questions I will be glad to help.
