This reminds me of the film Death of Stalin where Steve Buscemi's Khrushchev managed to survive through Stalin's regime by acting non threatening as well as having the ability to make Stalin laugh. In fact even after Stalin dies, and it looked like his rival Beria was going to succeed him. Khrushchev continued to play the role of the court jester and friendly bureaucrat so well that the power hungry and ruthless Beria didn't even perceive him as a threat. Even while he was actively plotting against him, Beria just assumed Khrushchev's clownish persona made him terrible at scheming, while in actuality Khrushchev was able to win the other ministers of the Politburo over to his side and orchestrated events to make Beria look far worse before springing his trap and taking him out.

Speaking of little Carmine, we can refer to Law 41. It is quite possible that little Carmine was perceived as stupid only because he was compared to his genius father since childhood, with the obvious result. This could also have been a potential reason for little Carmine to choose the strategy of pretending to be stupid. Not so much an elaborate plan, but rather a result of childhood trauma

It's interesting that Bobby was a genuinely likable character for the audience, but I wouldn't say he was liked by his fellow mobsters. They just liked having him around as the butt of their jokes, because he's such an easy target and most importantly can't verbally fight back (contrast him with Vito). As long as Bobby was in the room, everyone else was less likely to be made fun of or hassled.

I don't think Little Carmine was a secret genius but I do believe he had as big if not bigger grudge for the killings of Lorraine, Angelo and most of all Rusty. Rusy was Carmine's de facto father figure. We know Tony and Phill had Rusty killed and Carmine has to know as well. So I think Carmine who was looking for revenge conspired with Butch who was tired of Phil's crap. And they both had no love for Tony.

Hey Bully, I know this doesn't count as playing dumb per se but what about being subservient or less intelligent? Real example: Joey Massino who was boss of the Bonnano's from 91 to 04, crawled his way to the tip by killing anyone who threatened his power (Cesare Bonventre and George from Canada) to name a few. And ones who survived and thrived either sucked up or pretended to be less intelligent what do you think?

I think Little Carmine has deficits that make him appear dumber than he actually is and causes people to underestimate him. I don't think he's playing dumb, he just has some ideosyncrasies that naturally disguise his actual intelligence.
