Can i understand this in the sense that E-L eq. is condition Lagr. has to meet for time derivation of Lagr. being least action?

Great videos. Thanks for uploading. However, I think it would be better to assume that the derivative of the action is 0 than to assume that infinitesimal increments in its inputs don't change its value. Infinitesimal increments are not well defined while derivative is.

synonyme to Infinitesimal increments is defferential not derivative . I think you cant put dS on left side because variations (deviations) are different for every eta.
