bent tip needle nose and a nut cert tool would make that install easier / cleaner, may wanna use the forward liner screw and rear screw for rock light mounts.

Did the plastic fender liner look like it was cut on purpose upon closer inspection?

It did. It looked like it had a straight-ish cut line like a box knife would make. Not sure 🤔 but if someone messed with it, it was likely on our trip last summer.

These are pretty nice, light and relatively easy to install - except for that one bolt on each side. #JTRSPARTACUS

These are pricey and i like them but i dont like how much is exposed now. It looks unfinished to me.
