its live. they use cellular data lte to transmit back to the control room. sometimes the connection has issues and does that.

Typically the people whom the cops are investigating are the ones who dictate how the interaction will go. These people were nice and gave good vibes to him, so he didn’t see a need to push further. Plus he never saw the dude actually drive the car and the dude was in the back when he pulled up so the suspended license isn’t a big deal unless he started driving after.
