The initial point that "it's a system" was pretty thoughtless, since Walsh's statement was most obviously directed toward politicians who are in unique positions of power (like national congress) to change whatever oppressive systems they are seeing. If there's something racist in our social or political fabric, why don't our politicians point it out and fix it, devoiding their movement of ambiguity and targeting its impact? Nonetheless, the comparing statements about diversity in government today to minority elections from clearly racist periods of history is a pretty strong counter.

Systemic Racism doesn’t necessarily mean the law itself is racist, though it can be, but what it means is that our social system is built on racism. For example housing practices in the US tend to segregate the Black community into the inner cities. Then we send our police to patrol these areas with greater tenacity than white suburbs and then people complain about getting policed more. That’s systemic racism. No one is out there patrolling the back woods for drug addicts even though we all know they are out there.
