On Sunday morning of the 2013 Monaco Grand Prix, news broke of one of the most controversial Formula 1 sagas of the 21st century.
It was a tale of secret testing, hidden identities and rules rows, one that ended with Mercedes being hit with a ban and that sowed distrust among F1’s top teams.
It’s a complicated story full of fascinating details that played out very publicly. And it involved some of the biggest names in Formula 1, including Lewis Hamilton, Nico Rosberg and Ross Brawn, as well as raising questions about how the FIA handled the situation.
And while it came to public attention at Monaco in late May with the dramatic courtroom conclusion almost a month later, it all started much earlier in the season.

After decades of 'The FIA has inspected the FIA and found the FIA is not at fault', I think we need a new external judicial body to oversee the FIA on these matters such as these.

It’s pretty ironic that those “terrible” Pirelli tires were what made the seasons in 2011, 2012, and the first half of 2013 so much more exciting than in recent years. There were a large variety of strategies throughout the teams due to the unpredictability of those tires, and there were some proper racing from the front to the back.

there is proper racing now as well from front to back. It's just Max that is the anomaly atm. That being said I would like there to be some more rules around forced pit stops, maybe force teams to run every compound every race or something!

Pirelli were making tires with wear rates that the FIA were asking for and getting pilloried for doing so 🤷‍♂️. I felt sorry for them back then was waiting for them to quit the sport as they were getting literally nothing out of F1.

It didn't just have to do with the Pirelli tyres though. Multiple teams produced competitive cars in the V8 era. The turbo hybrid era has just been a one team swan song for the most part.

Having a contract that says "each competitor... shall be invited" and inviting only one team seems like some BS to me. Since it says "up to 1000km ... at the provider's request" later on there probably is room to lawyer around it, but it still seems like there's a clear intent of relatively fair access to additional testing (that does seem like it screws over a new team). Either the test needed to have more teams and share more stuff, or the run plan should have required older cars.

Only letting some teams participate in the test, but not all... sounds familiar, no? Oh wait that's right. The rule in Abu Dhabi where Masi let only some cars through, but not all. I wonder if that day the FIA, was like, let's make up for screwing this one up. Feels like the those making decisions on these sorts of things haven't improved in 10 years. Maybe the FIA should have someone who's primary language is English discuss the implications of critical decisions before they're made so it's not an issue later?

@@brandonstevens4513 What does that have to do with the price of fish. Abu Dhabi has the benefit of taking place during an actual race with limited time to make a decision. This test had no ticking clock on it, there was plenty of time to go about it the correct way. Instead they went about it in the worst way possible. This wasn't some sort of effort to make right a wrong that happened a decade ago it is its own brand of stupidity. Being clear here I do not necessarily agree with Abu Dhabi but I am sick and tired of it being brought up when discussing completely unrelated matters.

Mercedes controversy for both engine and tires. Ferrari with the fuel sensor and RB with the budgetcap. People nowadays are quick to forget top teams literally will do anything to win. Thanks for this upload reminding everyone that all top teams do anything in their power to get an advantage

2013 could have been so more. Still doesn't takes away anything from Seb but would've been cool if Kimi with all his 2nd places and maybe one, two more victories could fight for the title. And ruin the Lotus-Renault team even more financially. The livery of these cars were awesome by the way

This was a very pleasant watch. Something that’s never talked about but was huge at the time, especially that in 2013 Mercedes was a qualifying beast but race pace turtle, the rumours and controversy around all this was fantastic back then aha! Thanks for making a video about it. P.S: next video idea could be the Monaco 2014 (I think) GP when Rosberg “mistakenly” missed his braking point before the hairpin corner etc, fascinating stories imo

From what I remember Mercedes cars were very hard on their tyres before this secret test but then after the test the new tyres worked perfect for Mercedes but now all of the other teams on the grid couldn't seem to get any heat in their new tyres.

None of which was on Mercedes though. I really can’t see how they’re at fault for any of this. Had it been Ferrari or Red Bull the situation would’ve been exactly the same This just shows massive failings on behalf of the FIA and Pirelli

What advantage did they get? 🤔 the 2013 tyres they tested where withdrawn from use just a few of races later because they kept falling apart when a stiff breeze hit them Mercedes where banned from the young driver test that allowed them to evaluate the replacement tyres to be used for the rest of the season - so they were actually disadvantaged compared to every other team

@@christiansimmons630 That was 1000kms on the current spec car which in season was banned for years prior. That's always an advantage. However you spin in Mercedes cheated and the punishment they got was very weak.

2011 all teams agreed to the new hybrid rules. 2011 all teams agreed to delay the new engines from 2013 to 2014. Mercedes decided to start the engine program early and divert resources from current gen cars. Any one else could have done this, but nobody had the foresight to do. thats not mercedes fault you clown

@@troll_486 Really. I didn't know. Explain to me How many DNFs Williams as in 2014 due to power unit problems. They finished 3rd with a chassis that wouldn't even be in top 5 with same power unit. How did you jump up from the bottom half to the top half? Once other Engines caught up by 2017 they were relegated once again to the bottom half. I commend the Mercedes foresight and commitment to develop a dominant PU package for a regulation change. But they always were shady especially when it comes to Pirelli.

No caus that gives a bad reflection of the tiers, the better teams has better card for the most and can keep life in tyers better. Think how bad haas keep life in the tyers, Then pirelli Maybe think the tyers are bad. But in fact it was just the haas car

@@rush8481for real. That's such a nonsense line of thought. Everyone had the same insights as to which direction the FIA were going to go with new regs. Merc just tried a different design than everyone else and it worked very well. They tried the same with zero-pods and it didn't. There's no guarantee in motor racing design.

@@rush8481 Sam Bird stated on BBC Five Live that Merc were exclusively supplying sim data to the FIA in 2010, and could "steer the regulations to suit their powertrain". But I suspect you have excuse about what that doesn't count. It is commonly known that Merc had a working ICE cylinder on the dyno before the regulations were even finalised, isn't it? And that although they had to modify that design to comply with the regulations, it was actually an overall benefit in their development. And they also were continuously working with McLaren on the KERS system, and applied that data to the hybrid PU. I don't think Merc and HPP are as squeaky clean as they like to claim.

Maybe this created a special relationship between Pirelli and Mercedes that was the base of the in season 2021 tyrechange that benefitted Mercedes bigtime. Its also funny Ferrari and Mercedes are complaining that much about Redbulls penalty afer both having such a lenient punishment after this tyretest and the illigal fuelflow scandals.

Fia always protects the income. That's why they always protect the top team and Ferrari. Mainly because they buckle when Ferrari threatens to leave if it doesn't get it's way. Like Ferrari would. They need f1 more than f1 needs them

Merc played politics and lobbied the FIA to selected the hybrid engine regulations which they already had a engine for. The last 2 years is what happens when merc doesnt get a 3 year head start on the regulations. Hopefully they can catch up so we can get some exciting races.

I don't understand why they only would have run testing with one car. It seems they should have put out an all call and had testing done at the end of a race weekend with a car from each of the teams.

logistic, then the tires itself, make multiple tires for entire or half the grid need time. it already stated in the video, invite the entire teams would posponed the test by months

Ok, so they have a 1000 kilometers per yer, this is about 6 to 8 hours of driving, depending on the track, for ONE car only. Do you see the issue now? Make it 10 cars, 1 for each team (or 11, or whatever the amount was in 2013, crazy year). That years spanish gp had 66 laps, 307.024 km (190.826 miles). If you allowed 10 cars to run, they would have like 20-25 mins each.

For sure! Then tire management did not matter in 2014 because of the hybrid engines?? Come on. Mercedes was an amazing team with extremely capable personel and significant resources to get those regulations perfectly. But they also had some nice advantages

The 2020 PU was down roughly 60 HP or so, and it completely screwed Ferraris concept up and destroyed Hass and Alfa in the process. The 2021 Ferrari was faster at most tracks despite the reduced downforce from the cut floor, the only team to do so, and it was the same chassis

@@dylanburston7453 Well yeah in that way they were technically punished. The FIA implemented a new fuel flow sensor which made it impossible for Ferrari to continue without clearly breaking the rules. My points is that they weren't directly punished.

F1 told Pirelli to make tyres that lasted no more than 1/3rd of the race, had heavier steel belts to aid traction (less likely to spin up under power) and have a higher optimal temperature so the compounds offered more grip and faster. Pirelli did all of those things, but also set minimum safe pressures and maximum safe camber angles, which the teams proceded to ignore completely. The end result was complete chaos and Pirelli rightly took a lot of heat for it, but I always thought the teams and FIA didn't take enough of the blame for the situation. Pirelli ultimately built the tyres they were asked to build, it was the teams that used them in a dangerous way and the FIA that didn't stop them. Since then Pirelli have been far more assertive in how the tyres were designed, built and used, to the point of minimum pressures and max camber angle being enforced in the rules now.

I was in Spa on Tuesday after the race. I now that McLaren and Aston Martin where performing tire testing. But i also saw Mercedes running on the track. Does anybody know why they where running on track that day?

The tyres are still just joke because they *must* be designed to detoriate very rapidly. For example, the soft tyre has predefined endurace and it must detoriate no matter how cleanly the driver can drive. It would be much better if tyres could be as good as the manufacturer can make them.

And lewis fans say red bull is corrupt. Merc has been corrupt for years. Even abu dhabi wasn't red bulls fault but merc fans still wont let up. Stuff like this IS mercs fault. This along with head start on turbo hyrid era, changing pit stop rules mid season 2021, raising car heights 2022, this example, another request to raise car heights in 2023. How many examples do you merc fans need to see your team is dirty as they come.

Nope, cause all of that is fake. All the teams knew about the regulation changes five years before they came. Mercedes just came up with a design that dominated and the rest of the grid came up with excuses, one of which ended up being that they got the engine rules 2 year prior.

@@swordsman1137 With your logic, I guess maFIA is a weird take as well because the FIA also made rule changes in 2017, 2019, and 2021 to ban some components that made Mercedes so dominant. In actual facts, any team who’s very dominant will have rule changes specifically made to stop them. But what makes both Ferrari and Mercedes being a favorite from the FIA is that they either got benefited far more than other teams whenever the rules weren’t made against them, or they got away scot free whenever they’re punished. Like what the vid showed. Ferrari and the Ferrari drivers were known to have penalty immunity like the Mercedes of today. Earliest example was the illegal use of team orders in 2010. There are countless examples from the Schumacher-Ferrari days as well

It seems ridiculous that tyre performance is designed to be non optimal to then create competition between mismatched car performance. Everything else on the cars are designed for peak and consistent performance. Not so the tyres.

I agree. I always like good tire deg for racing in all series. Maybe not to the extremes like a Richmond, but the recent race at Kansas, or Bristol showed a good balance of Tire Deg that can bring strategy and increase potential for passing opportunities. Big difference there compared to the likes of Pocono for example, since Pocono has very little tire wear and very little passing after restarts due to dirty air and little tire offset in current regs. For F1 I think two stop or more races tend to go better because this does indicate tires will wear regardless of compound, and it does lead to more strategy potential, maybe some teams go for 1 stop tire conservation strat, maybe 3 stop aggressive strat. Maybe the type of tires they use or the order they use is more diverse throughout the field. Considering it is still difficult to follow in the current regs, having good tire wear is another variable that is part of the race which can set drivers/cars apart. It's why we have battles between Merc, Ferrari and McLaren right now because while Ferrari and McLaren seem to have the qualifying edge, Merc has better tire life and will battle them in the races more often than not. I think as long as Pirelli doesn't have a repeat of Baku 2021, I think they have a good balance of tires right now and does lead to differing strategies, and does make up for the inability to follow in dirty air.

Hard to believe this was already 10 years ago. At the time I was of the opinion that Mercedes got off lightly and I still hold that opinion. The fact that they struggled through the entire Pirelli era to that point to control rear tyre temps, and then immediately after that test they were having less problems told you all you needed to know. Red Bull just had a whinge for the sake of it because the change of construction of the tyres helped Red Bull, Mercedes (funny that!) and Sauber but massively nerfed Ferrari, Lotus and Force India. For me Pirelli didn't do anything wrong conducting the tyre test and if Mercedes wanted to do it should have been with a 2010-11 car. Or alternatively if Pirelli wanted a current car they could have gotten a backmarker from that year; Marussia, Caterham or Williams to do the test. Wouldn't have been anywhere near as controversial.

Aim your frustrations at the FIA then, since they're responsible. And if the test is the advantage you claim it to be, the backmarkers would have leapfrogged the competition, and would have had a larger relative gain on their direct competitors.

They were literally invited to do it and did it with approval from the FIA, and then checked with Charlie Whiting (who took legal advice before confirming it was OK). I'm at a loss to understand what else you think Merc should have done to check it was OK!

See, Mercedes and tyres in 2013, Ferrari and engine tuning in 2019, Red Bull and slightly overspending recently - they all will contest that they themselves did not gain advantage and therefore ought to be allowed to do whatever it is they do. And years after, fans will still harden that their favourite were justified while others were not. The conclusion is that politics is very much a part of the F1 game: so apart from fast cars and good drivers, each team needs to play clever politics.
