As a structural engineer myself thank you for inviting someone who is an expert on the issue. Unfortunately most media have architects who simply don't now much about this (its not part of their job).

I've been watching and reading what actual structural engineers are saying and they are all saying basically the exact same thing. I wish the media would stop asking architects, attorneys, and other random people unqualified to respond.

Appears the beams in lower parking area adjacent to the pool equipment room showed significant spalling . Q: can corrosive chemicals (chlorine) in the room accelerate the degrading process of the exposed steel reinforcement ?

Then it's time for everyone to try and find a way to sue the ones that never designed the building, but instead the ones that did later inspections, and make them pay for everyone else's negligence. In this case, the Structural Engineer doing the inspection failed to call for immediate shoring and immediate testing to more closely determine the condition of concrete column spalling.

@@screamdoctor they were brought in to inspect and report their findings but it was never up to them to do anything without approval from the building owners and association. Also a lot of contract needed to go through and be approved by the city in order for the work to began and the building simply never initiated any of these proceedings with this engendering company, they had nothing to do with this although they suggested that the structured below the pool deck and garage needed further inspection which they were never payed nor approved to do so

Ultimately the owners (condo unit owners) were responsible for taking the report seriously and performing the work. There is a political issue at work here. It was an expensive repair and a lot of the owners were most likely unable or unwilling to come up with the special assessment for the work. Their ability to refinance their units (or sell) was compromised by the loss in value of the units due to the damage and the fact that they were retired and not earning an income to repay the new mortgage. They were buying time hoping to come up with a solution and simply ran out of time. Their are numerous condos in the same situation. A real ticking time bomb.

Good news about Jesus Christ! When you first come to him, He completely erases/ forgives your past! You will not be punished for anything bad that you’ve done! Here’s how! (2 Corinthians 5:17)- “If anyone is in Christ, He is a new creation: The old has gone, and the new has come! Saw the HOA lawyer on TV.. She's starting to blame the engineers that wrote the report and said it should have been in giant RED LETTERING!!!

I don't think so. I suspect that the HOA board members sold their units as fast as possible after they read that report, got their money and left.

Let me be frank! All this talk of Major foundational structural repairs should never need to happen as a rule a foundation should be good for the life of the building so beyond that how do you build a new foundation under a large building like that once the building has been built and in place for forty years or however long the building has been in place? Really would you want to own that building or live in it if it needed a new foundation if thats even possible to do safely? No fuk** way! What's that leave you realistically speaking the only alternative was to condemn the building, "presto" theirs your condo association board members loophole that would have avoided this tragedy.

This is not journalism. This is simple speculation what happened, based on the actual evidences. But -be honest- we do not know anything az the moment. We will know the result of the investigation in 6-12 months. Until then it is only speculation of people who are only know the part of the facts. This is a newschannel. They are not jornalist, they only want viewers. If there will be an other crime or interesting story, they will forget this case in a minute!!

I would bet that unless the board members hid the maintenance info, which is very unlikly, the unit owners voted to not do the maintenance required. I would also guess they voted to waive reserves. Board would have no negligence claims and would not be liable. On the other side these repaies would have run into the millions - excess of 5 - 10 million and would have required new pool rebuild from the ground up, probably new garage from the ground up (seawater had flooded the garage area for years requiring pumping which destroys concrete strength) , waterproofing, new concrete roof slab and new replacement of exterior walls (people complained of water coming into their apts) wall. Basically the bldg needed to be condemned for lack of maintenance. This is the result.

it may have been too late in 2018 already-the repairs needed were extensive w/ damage rendering the building unsafe. meaning the closure of premises and rehabilitation forthwith notwithstanding, period. the original construction began w/ problems. high-rise structures are for responsible and informed people w/ the money and people skills who pay heed to the engineer IN ALL THINGS!

In my 36 years of engineering experience (chemical and mechanical, not civil/structural) this is the *first* incident where I have seen television news people ask intelligent questions of a well selected technical expert. This particular interview has been the best of them all, by a wide margin. I am respectfully astonished at the very high quality of this interview, and am glad to see it. Now, if only we could get more high quality reporting on the many technical issues which are so important to modern life, and where the voting public is called upon to make dscisions that affect our collective future...

Looks like the deck just feet ahead of it collapsed and probably broke the pool or its drainpipes which would have caused the water pouring into the garage minutes before the total collapse. I think the woman was panicked when she spoke or she just considered that whole deck area as "the pool".

I agree it was foundational issue. A maintenance person said salt water was constantly in the garage sometimes 2 feet of water, enough to make cars float. He was told to use pumps. Pumps never could get all the water out. Then at times, water would disappear. He wondered where the water would go. He said this went on for years.

Many buildings in the area have the same problem. Sea level rising from underground is rotting these buildings, new and old. It's so common, people are desensitized to it. They've been ignoring warnings from environmentalists. Times up for Miami.

I saw that on an older video about Miami, they showed all the water that was coming up in places that it shouldn't be. Now if this has been going on for years we're lucky it hasn't happened before.

But The garage was below the structural slab which in turn was supported on deep piles. The piles being in contact with ground water would be expected and should have been allowed for in the design. The design or quality control in the construction may have been flawed leading to this premature collapse, but water entering the garage though it's walls or floor waterproofing would not give concern about the structural integrity of the main building.

Proifits over maintenance. I would imagine many on the board rented their condo and pushed repairs off. this is a Scam load of BS.

If you live in a condo I would MOVE. You are going to see maintenance SKYROCKET and $5 to $10k assessments coming EVERY YEAR for years to come. Property values will fall through the floor as well. GET OUT NOW. State is going to MANDATE repairs, no more opting out of reserves.

You have a point, but it's kind of an investment. If you're going to sell the place, buyers would look at places that were just inspected and repaired so they won't have to pay and feel safe. There will be a premium on those places and you'll probably make most of that assessment money back when selling.

HOA expenses will become like time shares. Going up all the time with no limit in sight. My subdivision in the Mountains of the Pacific NW started with monthly dues of $9.00 per month and are now up to $205.00 per month. Living with HOA dues being a uncontrolled can make it tough for retirees on fixed incomes. ast year we had to replace 2 bridges over a medium sized creek, to the tune of $2 million.

The only thing they pay attention to is if your rents late. Maintenance issues get looked over and covered up with bandages. So sad and pitiful. God please be with the families and all the lost souls .

That's why you need a government agency to make sure these repairs are being made on time and follow through step by step diligently. You can't let the HOA make all the decisions besides they aren't qualified to decide what's urgent vs what's life threatening.

The 88 year old survivor had two birds, but I read that pets were not allowed. Hope this helps.

My 40 year old condo in South Fla had all these issues and then some. They were addressed immediately by the Condo Board.The local building dept issued its report and reinspected on a regular basis. If the issues were not address there would be consequences and substantial fines.

Agree regarding the pain and suffering those who've lost friends and loved ones. Cannot imagine what they must be going through right now. And can only offer my heartfelt condolences. Yet, I can't agree (sorry...) with the reporting. I believe their lines of query and inclinations to foolishly editorialize, parallel the level of incompetence they demonstrate while reporting political themes.

They have the Army Corp of Engineers on site. The National Guard is not trained for this kind of operation.

This is not war, it takes delicate move for safety of both the victims and the rescuer, a wrong move would bring down slabs that are hanging somewhere.It’s not boots thumping operation ,it’s walking on thin ice

The roof was less expensive, the association and board of directors have a lot to do with it and they hide the issues from the owners. The associations should be regulated.

The "Original Sin" of the construction industry is the widely known long term incompatibility between Ferrous Steel Rebar and Concrete. Exterior Exposed Concrete slowly absorbs moisture from rain and humidity and as the internal Ferrous Steel Rebar oxidizes (rusts) the rusting rebar expands and subsequently cracks the concrete , eventually causing a structural failure. This "spalling" phenomena is more pervasive in Florida because in Florida the concrete suppliers sourced local aggregate to mix into the concrete. Local Florida aggregate contains trace amounts of Sodium Chloride (salt) which greatly speeds up this whole "SPALLING" process. This is a huge problem as older buildings continue to an advanced age , IMHO , the only true fix for buildings or any concrete structure showing evidence of advanced spalling is (unfortunately) complete and total demolition of the structure. Modern construction techniques increasingly use GRAPHITE REBAR which does not react with salt or moisture. Concrete reinforced with GRAPHITE REBAR is also stronger and lighter than concrete reinforced with Steel Rebar All above is widely known and meant to share knowledge. I do agree that in order for a perfect pancake to be in effect , there has to be many simultaneous failures coincidentally occurring simultaneously. @@lamartyler8096 Graphite rebar is a recent development - initially the cost was much higher than ferrous steel or iron based "metallic rebar" , as the cost comes down and the benefits become more widely known , I suspect many architects and engineers will begin to specify using "GRAPHITE REBAR" . Especially along coastal locations where moisture and sodium chloride are known and ever present corrosive elements. Many 50+ year old buildings are past their "safe" useful life , and are now at the point where corrective restoration will be less economically efficient then a complete demolition and new reconstruction. With a little bit of FEDERAL Financial support and local tax encouragement , this not only becomes very doable , it is actually the preferred solution. Often you will see a 50 year old building with evidence of severe "spalling" and million dollar construction crews are on scaffolding actively slabbing "READY PATCH CEMENT" on the rusted out rebar. The report from 2018 WARNED of sprawling (a term I just learned) and they still ignored it! It is very plain that deferred maintenance is what caused this destruction. They either didn't have the money or someone was extremely derelict in their duties in this expensive Condo building. Instead of waterproofing they used epoxy? This could almost be a criminal case as well as civil! This was preventable!

I lived in a condo. I HATE them. Most likely the Board didnt have the funds to do the repairs. There has to be special assessments. No one likes to pay them so they can get held up in votes. Id never ever live in one again.

This entire coastline was reclaimed wetlands. Since those days coastal communities have figured out that with those wetlands in place when a Hurricane whips through there is much less flooding and damage inland. There is no bedrock here, at all.

I was reading a news story yesterday. A woman who is now missing, was talking to her husband on the phone with her husband seconds before the collapse. This is a paraphrase. She said she was watching the pool sink into the ground. from the layout of the satellite view, the pool looks to be about 20 to 30 feet away from the building. The ground underneath this part of Florida is calcium carbonate (aka Limestone). This is a sink hole that caused this collapse. The real horrifying reality is, how much of the ground under this stretch if beach is compromise. What authorities need to do immediately is go to all of the buildings withe that area and find out if there have been reports of cracking sounds, cracks on walls or any kind of anomaly in any of those buildings. This has to potential to and still be much worse.

A condominium is owned by many people. An individual owner has very little power to fix anything in the structure of the building. The owners must act collectively to maintain the building.

Ownership of this building was in too much debt with bankers to make them repairs in a timely manner. And the payments they were receiving from the residents went toward that debt. The banks want their money; and didn't care about the residents safety. The banks didn't want the property, because they probably knew it wasn't worth anything. And allowed the payments to continue until all end fails. Just my opinion " The roof was cheaper to repair; other then the structural damage of the building, that would have required all the residents to relocate. The repairs that was needed to that building was so overwhelming. The building was gonna collapse doing the structural repairs. That's why they didn't do the repairs. Doing the repairs was gonna collapse the building. It's greed... And who ever was contracted to do the repairs was gonna possibly die doing the repairs. The repairs was too dangerous to do... Damned if you do, damned if you don't do the repairs due to the debt. Too much water damage under the foundation of the building. It's like part of the building was held up by the section of the building that didn't collapse, but the part of the building that collapsed was on quick sand. One side of the building gave way of holding the other side up...

This was a good interview and some good questions were asked and answered by this guest who seems knowledgeable in this area. My question is were the people who were living in this building told about the existing situation and given the chance to move and get out before this event took place? When this 40 year inspection turned up some possibility that the structure could be in distress, were the tenants (condo owners) given notice that repairs were going to be done on this building and that some of the issues were of a serious nature therefore allowing the tenants time to get out if they didn't want to be living in a place, that in my opinion, should have been deemed "not safe" until the more serious issues were fixed. Were they kept in the dark? I am living in an apartment complex which is only 2 floors high so I know very well how things go ... the owners don't want to spend the money to fix a problem but rather use parts and fixtures from empty apartments when repairing. They are cheap and don't want to put out to replace things that have gone for years with not much upkeep. In my opinion ... this event was negligence pure and simple. They knew the severity of the problems and what could and would happen if not taken care of RIGHT AWAY but yet here we are ... SO MANY LIVES LOST ... WHY? $$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$ OVER LIFE!!!!!!!!!!!!!!!!!!!!!!!!!!!

Just about anything can be repaired, but it's costly. They would need to setup termporary supports all over the place and then chisel out and replace the slabs properly. It's not cheap and takes a long time to boot.

When people say that repairs should have been made earlier and I agree that it should have been sooner, *but how in the hell could they pay the necessary costs that the contractors charged?* Are the contractors going to spot them whatever fees that they're charging and agree on a handshake to pay when (and if) they can and start the work? A survey of the American citizens showed that a vast majority (myself included) didn't even have $400 set aside for any emergency that might pop up and they had no access to get that amount from somewhere else. These condo owners had assessments of $80,000 - $200,000 per unit for those repairs. So you can understand that it takes a bit of time to raise all of that money. A couple of months ago they had taken out a $12,000,000 line of credit and the work had just begun when the bottom dropped out, literally. If they can't come up with the money tout suite, do they move somewhere else while still paying that $900 condo fee and paying the assessment fees? Damn, it's beyond words at this point.

I worked in the repair of such buildings and at the bare minimum the columns in the basement level should have been reinforced until replacement could be done. By reinforcement, I mean each should have been wrapped in steel (angles at the corners and bars in between on each side) and tied together with cables and/or welded. The weight of the building would then be contained in each column and within the steel. And that is only a very temporary safeguard until real repair work could be accomplished. I see none of that in the videos of the basement/parking level in last year's video by prospective buyers, even though the report of 2018 clearly indicated issues with the columns as well as the pool deck slab. It's all very unconscionable.

There were visible 3 factors that caused this and one invisible factor. #1 Engineers walked the building did not red tag it . #2 Steel on every balcony and the roof rusted and spalled. #3 overloaded roof that caused roof to pancake building It had roofing materials pallets weighing 1600 lbs each parapet walls, chiller , ac units, red iron beam. The invisible X factor is the roof was being redone, everyone knows roofers are slobs and do not clean up. If their plastic wrap and garbage clogged the roof drains , or if someone clogged them the roof would have filled with water from the previous days of heavy torrential rain. Once the building collapsed the water disappears and is not factored in as the cause .. The Cohen resident reported he was in the Garage to escape and it was filling with water . Now you hear others reporting water. It was a combination of a issues that lead to a pancake collapse from the roof giving way and possible overload of the support columns . The roof had tall parapet walls and the amount of water weight would overload the structure along with roofing materials ect

I would think ocean front property would use different materials than normal buildings. I've seen in Galveston they build on piers. I don't think they use concrete and rebar. Maybe because the salt water would effect the rebar and structure

Allot of people are not aware of the corrosive properties of salt water. I'm sure that the building operators heard water in the basement and just thought water in the basement. not this is a very serious threat to the structural integrity of the building.

If the garage was filling up with water 10 minutes before the collapse I’m thinking the severely damaged structure below the pool collapsed causing the water to filter into the basement garage causing the weak structures to crack even further and bringing the whole structure down… a surviver did mention hearing cracking sounds and seeing one of her walls and ceiling cracked above her bar minutes before the collapse of the building

Here's a guess as to why repairs were delayed and done starting from the roof, rather than the basement (which was structurally more critical): PROFIT MOTIVE. BTW, who owns the building?

Whoever they are, whatever money they hold is going to be subject to several lawsuits. Chances are its some limited liability entity. I'd be great if you could go after the negligent owners cash as well. Not sure of criminal liability.

Who owns the building? The condominium owners own their unit and a share of the building and property. There isn't one owner. If each unit is individually owned, there's 136 owners.

Profit motive??? What??? What profit? Any condo dues collected have to be used to run the building, typically water, electric, sewer, grounds upkeep, etc. The money gets spent. And hopefully they had a reserve fund where money put aside for unexpected expenses. There's no way to "steal" money from a condo association.

I hope they look into more buildings in the area that were built around the same time. Look into the builders, engineers and archetiects who built around that area. Although maintenence is imperative for a buildings longevity, design does play a role. The neglect on the part of the people who were in charge of the building is criminal. This is profit over people all over again. I would be devasted to lose a loved one in a situation like this. Even more so knowing that it could have been prevented if it were not for greed.

For reference, I40 Memphis bridge inspectors spotted cracked beam, called 911, immediately shut down the interstate for proper repair.

That building was in disrepair and in danger in 2018. You can bet that building needed repairing in 2010 but no one wanted to pay for it. Over 500 repair complaints.

The water gushing-in 7 mins before the building collapsed was sea water tunneling in at times up against and beneath the building...this why 4 years ago, the staff had to buy 3 water pumps in the garage beneath the building to pump out all the water, they have to buy a new water pump every year because the pump burns up, hence this went on for years---why any/all inspector's are keeping real, real quiet about this??? Because they don't snitch on each other. Therefore, you have a unconstitutional partial and bias inspector's in Florida not going to give all the true facts why this building collapsed with over 160 people inside with all of these building codes to prevent this from ever happening.

Why are steel reebars used inside of concrete when they rust causing expansion. I just don't get it.

Because when properly done no oxygen or water can get into it to then rust causing the expansion. if the Rebar is correctly set in the concrete we wouldn't have the oxidation then swelling of the concrete...that is IF this is even the reason for collapse. That is what I got from the video.

@@In2ThinAir Concrete when poured is wet, a lot off rebar is already rusty when installed. Quality of the rebar are all factors to take into account. However if you look at the rebar in concrete that is demolished there is often signs of rust. In a salt environment exposed rebar would rust quicker.

The owner of the building would've committed suicid if this happened in China out of shame or sentenced to a very very very long time in prison for cutting corners. 1M in repairs if repaired back in 2018, but now probably 1B paying off all the families.

Sounds like the repairs required were horrendously expensive. I wonder if they started with the roof because that was a more affordable way to start being in compliance. I dont know.

You're absolutely right. They had to come up with $15,000,000 to fix the building. Each individual unit was hit with an $80,000 - $200,000 assessment fee per unit.
