Teaching the step up will be a different task for different birds because no two animals are the same. I recommend ensuring the following steps are taken in order to have successful training sessions with your birds:
1) good diet (no seeds, use cold pressed pellet such as BirdTricks or TOPS, and a veggie chop mix - also such as BirdTricks).
2) environment - quiet environment with limited distractions such as other people, animals, toys and noise. Select a neutral training area such as a T stand perch or place without toys or distractions.
3) reward system - using a good diet mentioned above, will ensure your parrot will be motivated to work for the treats you offer (pine nuts, almond slices, millet spray, other small misc seeds or nuts).
4) confidence. If your parrot has bitten you or been adverse in another way, they'll sense your hesitation. Do not be pushy, be patient and wait. Offer the hand for your bird to step and show you know they're trusted to follow through with their part.
If your parrot is running away into their cage, I'd recommend starting with target training through the bars to see if you can pique their interest in that type of interaction. Once the bird sees there's a reward for playing your game they may be enticed to continue with your offerings.
