In the DCU, Jay is so respected for his experience, strength, moral fortitude, and overall kindness, that even BATMAN calls Jay "Sir". Jay is basically the Mr. Rogers of DC; such a nice guy, everyone knows to put respect on his name.

It's actually usually the fact that Jay doesn't have access to the speedforce. He got his speed from a science experience rather than a bolt of lightning.
