A very important detail in Gus' story is that he is the the only witness to the bird's existence, meaning either the "bird" is a psychological representation of the love he never received from his father that through years of repeated repression has manifested into a mundane hallucination that of a pigeon or the bird on suffering severe head trauma now believes with absolute certainty that Gus is its father that wasn't around during its early life and now seeks to rediscover who it is by monitoring Gus and eventually confronting him in attempt to mend is fractured psyche only able to approach on seeing Gus is alone.

I have a memory from when I was really young (less than 4 years old) of me standing in the living room of my house while my parents chase a random bird that’s flying around the house. I used to think it was a dream but my parents knew what I was talking about.

I can see now a council of animals trying to mess with the minds of Rooster Teeth employees in all sorts of different ways, with Gavin's cat at the head chair with some beanie babies. This pigeon is just another envoy of the group.
