Most Western European countries need services by Rosatom and South Korea, paying 20 billion for one 1200-1400MW reactor built in twenty years makes no sense. Small modular reactors would also be useful.

До России его пробовали несколько стран. Лучше всего получилось у Франции, но зелёные и проблемы с управлением Суперфеникс заставили закрыть программу. Есть и в России противники атомной энергетики.

If Rosatom could build and commission an SMR Plant within 2-3 years timeframe then SMR is the future.

Rosatom has working SMRs for quite some times now, good job. Where i live we only hear how they will do SMRs some day in the future, like 20+ years Westinghouse needs for each reactor at the time :) I'm fed up with them because my country already had corruption affair when the government wanted exactly 1GW, because no one else than Westinghouse builds them at this power.

Почему невозможно? Для Бангладеш было невозможно построить стандартный блок АЭС из-за высокой влажности и высокой температуры. Проект доработали и на один блок стало работать две градирни вместо одной. И стало возможно построить АЭС в Бангладеш (все остальные страны даже заявки подавать не стали ввиду сложности проекта). Так и для Филиппин можно доработать проект. Это лишь вопрос времени и денег.
