If you count all the houses that sided with Rheanyra she would win. Rheanyra: The whole of the North, entirety of the Vale, the Riverlands bar one house Bracken probably because house Blackwood supports Rheanyra, The crownlands except the capital, the Reach wich is the headquarters of the Hightowers is split and because of that the Lord of Highgarden and the head of House Tyrell who is an infant his regent stay out of the war. House Greyjoy and last but not least house Velaryon. Aegon the usuper: Stormlands, Casterly Rock, house bracken, half of the Reach and the capital. Thats why they usurpt the throne because they knew it was the only chance they had.

@@yusufraage8554 actually, the Brackens weren't the only reticent house in the Riverlands. Even the Tullies themselves would have chosen Aegon if Grover got his way. The Reach is also much more split. Keep in mind, the Hightowers are effectively the number 1 House, not the Tyrells, and the have the support of major Houses like the Peakes and Redwynes. Though, it is surprising that some big Houses like the Tarlies decided to rebel against the Hightowers to support Rhaenyra. That makes the Riverlands, Reach and Crownlands split between the Blacks and Greens. The North and Vale are points towards Rhaenyra, the Stormlands and Westerlands for Aegon. That leaves the Red Kraken, who isn't really on anyone's side because he just cares about pillaging, but does help Rhaenyra, and Dorne who, while not part of the Seven Kingdoms, does help the Greens. In the end, it's exactly 2 kingdoms each, with 3 split and 1 each as support. So really, no one side has an obvious advantage during the war, which is proven by the fact they all died in the end except for the Velaryon kids.

Alicent and Helena are more valuable as hostages, similar to how Jaimie was to the North. Rhaenrya didn't let them live because she was honorable, rather because she wanted to quell the Green's forces from retaking KL.

In the book Rhaenyra and her counsil knows that Aegon and Aemond will not bend the knee and sending them to the wall is not optional. So she has to kill them to keep her claim.But Helena and Allicent's lives were spared , and she did not use them as a leverage. She could have send word to Aegon or Aemond to do the same as Rob stark. But there is no point, and they won't surrender ,even if they could save them. Still Rhaenyra could have been cruel or tortured Helena ,nothing of this sorts was mentioned in the book. As it is in the book, She spared their life for the sake of her father who once loved them.
