First, a shout out to Thoriated Flash whose video gave me a first look inside the card and advised using 1mm thermal pads instead of 1.5mm pads as recommended in videos for the 3090 FE and other cards. Please see his video for more disassembly details, he also has some great advice in his comments.
This video shows the process I used to upgrade my HP OEM 3090 card to eliminate the thermal throttling issue the card was having.
While a little scary, because it’s such an expensive card and they’re so damn hard to get, if you’re familiar with electronics and you take your time, the entire process is quite simple.
If you’re a complete newb, you can still do this... but be warned, you can also severely damage your card. Proceed at your own risk. Make sure you have an anti-static work surface, and anti-static grounding strap and touch the chips and card components as little as possible. Even the tiniest of electrostatic discharges can damage electronics and you may not even feel it (I know from experience).

Tools - I ordered the kit below which was a bit overkill, all I really used out of it was the PH0 screw driver, the exacto knife, the anti-static grounding strap and the spatula like tools to gently remove the old thermal paste on the card. www.amazon.com/dp/B07FZW4K5D/...
Miscellaneous - Isopropyl alcohol, Q-tips and an anti static cloth to clean off the old thermal compound.
Proceed carefully, ask questions and watch as many videos as you can find for advice.
