Section 6(1) of the Act allows for the creation of regulations, which 'may make such regulations to be observed by persons using land of the Crown Estate to which the public are for the time being allowed access as they consider necessary for securing the proper management of that land and the preservation of order and prevention of abuses on that land.' Thus, if the security manager wants to use some legislative power, he must refer to the Regulations/Order which is enabled by Section 6 (if such regulations even exist). The security manager referred you to Section 2, which is related only to financial matters, so he is talking out of his arse.

37:25 That's a fail by Ryan. That sign on the building is about parking, not about the public using it. It does state that it's a private road, but doesn't mean anything if the gates are open for the public to walk on down the road to the other end. There is even a sign apologising to the public that the gates might have to be closed at short notice, so it acknowledges that the public use the road to get from A to B.

Technically section 33 criminal justice act 1972 applies, the road is open you can walk from public land onto that street, “Public place” includes any highway and any other premises or place to which at the material time the public have or are permitted to have access, whether on payment or otherwise ”.

A quite interesring video, TLA. But the guy was generally correct! Most roadways/highways include everything between the physical barriers at each side - walls, fences, hedges, etc. Encompassing the vehicular road part, pavements, grass verges, lay-bys, etc. That roadway is private land with normally open/unbarred entrances to allow concessionary access to the general public. The security staff can, if necessary, revoke that access and ask a person to leave and even use reasonable force. But, to be honest, It's not at all clear that removing you was either reasonable or necessary and that's why he came up with a compromise to let you leave under your own will.

@11:38 Security sorts and the police have this strange habit of arbitrarily moving a person before speaking to them . . . it's often from one arbitrary place to another arbitrary place, often just a couple of metres away, they'll point to some random spot 2 or 3 metres away and say "can we have a chat" . . . my best guess is that it's some sort of learnt psychological trick, getting you to move into 'their' space, as well as getting you to acquiesce to their authority, perhaps if you can get someone to agree to one small command, they become more psychologically pliable ? . . . I've seen some hilarious examples over the years, with police officers literally pointing to a bit of pavement a metre away, and directing the person to 'come over here' . . . it's the sort of thing you tend not to notice, but once you do, it's really strange.
