It's been mentioned many times during the game that he was under Fed protection which would explain him talking to an FBI agent. The ones who says otherwise clearly doesn't listen to the dialogues or read the pager messages.

The mission where you take photo of him completly confirms that he is in witness protection ! ; can't wait for vcs lore videos it was one the best gta games i ever played , they kinda remastered vice city with gta sa engine it was a great game , animations were great you could run with shotgun and m4 in your hand ( which other og gta games didn't had ) ; cars , songs , combat man this gta is a diamond
