This one is interesting because I believe he's technically correct and very wrong at the same time. It's unlikely that a law could ever exist to force anyone to use a specific piece of paper. It's only the content that actually matters. That being said, every important form I've ever filled out was created specifically to protect the rights of the person filling out the form. So he's fighting himself, which seems to be a common SovCit trait. I also like the part where he reads the law to the director and emphasizes "shall" as if the law supersedes his freedom to make his own decisions.

Scott-Wesley Denham was convicted of child abuse. He took his family out into the woods to live for several months. He beat his stepdaughter with a tree branch; the marks were still visible weeks later. The girl's father had her for visitation, and she said it hurt to sit down. He claimed that he disciplined her because she wasn't listening to her mother; this was for her health and safety. He acted up throughout his trial, to the point that he was removed; luckily, he didn't get to cross-examine the girl. He's pretty much a piece of trash.

I'm not even sure what he's doing rises to the level of attempted fraud; it's not even that cerebral. I think he's deliberately trying to submit a form that he knows they won't accept, just so he can film their reaction for youtube views. If he uses the state form, it doesn't say what he wants it to, which is probably shit like "This is a fictitious name so it's not me, etc.". He wants to re-write the form to leave out stuff he doesn't consent to, so he can have his cake and eat it too. That's why the guy running the office is like "nope, you can't do what you're trying to do with our form so we won't accept your made-up form because it doesn't conform to our laws or procedures."

I know in some jurisdictions certain documents must be completed ". . . in the form and manner prescribed by . . .". If you don't use the exact form prescribed it is not done in the form and manner prescribed and the agency involved cannot accept it. Pretty simple concept.
