hey everyone long time no see! sorry ive been gone for so long I have been recovering from having covid the past few weeks and am just now feeling better. BUT I AM BACK YAAAAY!

The reason the phantoms sometimes won't come down to attack you is because they're afraid of cats.

As the other commenter said, the nether wart is in a special room INSIDE the fortress.

just in case you still don't know yet...flint is found in gravel blocks. So use your shovel to dig out gravel blocks which can give you flint. I think I also saw about 7 pieces of flint in one of your chests that you didn't notice when you were opening your chests to find it.

There's some long stairs in the nether fortresses when there's chests in the corners, keep searching for kinda short stairs and the netherwart will be placed near the sides of the stairs

Either there is a major part of that Fortress that you are not exploring or that Fortress may be a dud as far as nether wart goes. Like someone else said, once you find some be sure to grab it all and then plant some back home on soul sand to grow soul sand so you can have a continuous supply (you will have to wait for them to grow). If you have Fortune on a tool, then you can increase the amount of netherwart yielded.
