Does this apply to high bar squat as well or only low bar?

Certainly more so to low bar than high bar, but there are some circumstances to which you could apply TUBOWs to high bar as well. For example, they can still be useful for lateral knee guidance (i.e., giving a lifter a visual and tactile cue to shove the knees out if they tend to go valgus). You could still use them to block forward progress if that was a problem, but as the knees travel further forward in the high bar squat compared to the low bar squat, we'd need to set them further forward (probably not a common use, but it could happen). Another use: some people would like to squat low bar but cannot due to shoulder issues, and in this case, they often high bar but with as close to low bar mechanics as possible (the back angle can't be quite as horizontal due to the tendency of the bar to roll up the neck if you get that horizontal in a high bar squat). In this case, you could use the TUBOWs pretty close to how a low bar squatter would use them. We've had a guy in his 80s who fell off a horse in his 60s, and thus his shoulder wouldn't tolerate the low bar position, but his knees (arthritis) didn't respond well to high bar mechanics, so he utilized a high bar position with low bar-ish mechanics (he also competed, so using the safety bar all the time didn't work either). Sorry - long response :-)
