Because in reality there is differences in the age of consent around the world, so if we are talking about 15-16 years characters that's barely acceptable, in some cases it isn't acceptable for me in a novel. But when someone goes 'till the age of consent that generaly means that the age of the character are lower that 15-16 years and in his own country that be illegal. In my country the age of consent is 14, but that's basically a loophole, in my point of view, for ped*s do what they want inside the law.
