I ship to PR a lot from Las Vegas and the shipping is the same as it is to FL from here. No crazy shipping fees and no customs paperwork. It's domestic shipping and should not go international, that's crazy.

I have shipped to Puerto Rico for more than 30 years. Costs the SAME as shipping to the state right next to you. Maybe they should just make EVERYTHING international shipping, then once I ship it I am done!! No returns, No bad feedback, No hassles - GREAT IDEA!!

i’m in Colorado and i ship 8 oz ground advantage to puerto rico at the same rate as other US States. I’m worried that ebay is going to make these packages now go through their international hub and charge the customers for it.

Casey. USPS treats Puerto Rico like a mainland destination. The issue is with larger packages that we would normally switch to UPS or FedEx for. UPS & FedEx charge international rates for these shipments. Ebay should have sent out a clearer explanation. It has nothing to do with a geography lesson. This is the reason I have to exclude PR, Alaska, Hawaii, territories, & PO Boxes. This sounded to me, like offering an affordable alternative to shipping to PR. I don't do International, so I pretty much disregarded this message.

@@5797029 Correct. UPS and FedEx treat PR and other US territories as international. US Postal is the only exception as domestic shipping

It's stunning how many people who SHOULD know better, seem to be utterly clueless that Puerto Rico is a U.S. Territory. I saw a video a while back about a situation where a guy flew in from Puerto Rico,and the car rental desk would NOT rent him a car because he "didn't have a passport." HE DIDN'T NEED A PASSPORT! She wouldn't listen to him, and called security. The SECURITY GUARD didn't know that Puerto Rico is a U.S. Territory, and that the guy didn't need a passport to travel between PR and the mainland! Holy Cow! Serious crazy sauce!

The only thing confusing about it is that it only said Puerto Rico and made no mention of Alaska or Hawaii. eBay had already announced WEEKS ago that they were planning to add all 3 to the international shipping program. I assume they are just rolling it out slowly and PR is going first. To those who don’t understand, you must only be shipping small packages. If you’ve ever shipped anything large and heavy you will understand why this is being done.

If you don't want to ship internationally go to the shipping page and opt out of the new program, because everybody get's opted in now. I don't trust them, this morning I sold something and I happened to look at the listing, and now It said I ship everywhere. so I quickly went and opted out

I ship priority flat rate to PR, APO, US territories with no price differences. If destination has a US zip code then it is considered domestic postage

Yes that was a bit confusing and I ship from California it's not any more expensive than anywhere on the East Coast. I'm happy about it because I've had items recently and in the past that have been damaged during shipping to Puerto Rico. So then under the international shipping program whatever happens to it Will be covered.

eBay probably made this change because a number of sellers blocked Puerto Rico. P.R. is a freaking pain to ship to. I've had more problems with buyers there than I care to recount. Maybe under this new program, eBay treats P.R. as an international country and we, the sellers, get the same protections that we do have with international countries. Just a thought.

Having read a lot of the comments here, I'm starting to understand the reasons (perhaps) why eBay did this. But it still sounds like another case of eBay deciding "Ooo, this is a great idea!", without thinking thru all the possible repercussions. Kind of like throwing out a "one size fits all" and assuming everyone will benefit from it.

This is more destruction from within. It will really hurt us because we ship a lot to PR for normal prices but now they will inflate it via their reshipping program and make Amazon more reasonable for PR buyers.

Puerto Rico is not international. I ship there from Oregon at the same rates as shipping to any where else in the United States.

I'm on East coast and have shipped to PR , Hawaii and Alaska and it hasn't cost a lot more. I'm guessing now for buyers in PR, they will be paying more shipping costs.

Um...isn't PR considered the 51st state?? 😅 wow, so crazy. I received the email too, and I wasn't sure what was going on...😅 I actually thought for a second that it was a scammer that sent it out. I am originally from the Bay Area in California, and I left years ago. I tell my family that still lives there that they live in a little bubble! They have no idea how the rest of the country lives, and they expect that everyone else should follow everything that they come up with!!! 😅

One of the things I experienced when shipping to Puerto Rico is that Priority Mail takes the same as it does in the U.S. But if I ship something by First Class Mail, Parcel, etc., it will take an extra 1-2 weeks because it will be sent by ship (from FL to PR) instead of by plane. But I also noticed that PR has always been in both domestic and international shipping lists. Maybe the announcement is simply to direct people to one location for shipping? Not sure what they're trying to accomplish here. I always shipped domestic method to avoid having to fill out customs forms.

One of the last things I sold went to Puerto Rico, and the shipping cost was reasonable. Slightly over 1 pound item and approximately 6 x 6 x 6" bag USPS ground advantage cost $6.33 to ship from southern Nevada near Las Vegas, to Puerto Rico.

I understand why they are doing it but it is another example of them being short sided. Many sellers like myself do not offer shipping to Alaska, Hawaii or PR as they do not accept UPS or Fedex ground and Ground Advantage is WAY too expensive to ship the larger stuff. My only thought with this change is that sellers who ship via UPS or Fedex Ground will be willing to ship to Illinois to the EIS facilty. My initial thought this was a way to save the seller money EXCEPT we know eBay overcharges the buyer for shipping with the EIS program and the only method they will be able to ship from the hub is using Ground Advantage. So in the end it would probably be cheaper for the buyer to pay the seller for Ground Advantage. For reference, I am in Las Vegas and to ship a 14lb item 24x24x9 to Hawaii is almost $100 via GA. Go figure what they are thinking but maybe it is a way to convince holdouts like myself who see no purpose in EIS for the large items I sell but in the end I see no way how this benefits the buyer.

Amazon Prime delivers to PR and it's no different than the US. Doesn't make any sense. I dropped shipped supplies to some people after the big hurricane in 2018 through Amazon Prime when the postal system was shut down.

I do not ship to Hawaii, Alaska, and Puerto Rico since I list with a fixed rate shipping cost and I offer free returns. Now I can sell to those locations for the same cost as a regional buyer. Ebay found a work around for sellers like me and those that offer Free Shipping. I don't care how they wrapped it. It solved a problem.

I work at national retail clothing store and shipping to Hawaii, and Alaska is over the top expensive like major deterrent to even send it….. I am shoppers actually shop here in the store and take it with them. Kind of crazy

eBay will soon allow US sellers to leverage eBay International Shipping hubs to help reduce friction and risk of shipping to domestic locations in Alaska, Hawaii, and Puerto Rico. The expansion of EIS services was announced in this week's Summer Seller Check In, with Program Manager Kristen Pincus explaining that while they are technically domestic to the US, the longer distance can make shipping challenging and expensive, leading sellers to block sales to these locations.

Puerto Rico is a US territory and Alaska and Hawaii are non-contiguous US states, so this may sound a little silly given that they aren't international, but eBay International Shipping found a cost-effective solution that allows sellers to reach buyers in these locations by adding them to the EIS program.

They’ve had trouble with PR for years. I never print my labels through eBay to PR because the app thinks it’s a foreign country.

eBay has worked with USPS and Pirateship with USPS for a while on reduced shipping rates. Puerto Rico is a U.S. possession. Mail goes to Customs in Erlington, KY if is mail from the east coast then is shipped off the continental United States.

I dont think eBay is off their rocker or missed geography class. This is actually a good thing. I dont do calculated shipping on ebay. I created my own "flat rate" shipping policies. For anything that is under a pound or fits in a priority flat rate envelope (ie: clothing) shipping to PR is no different than sending it anywhere else. HOWEVER, larger dimensions and weights are a problem. I just had to cancel a sale in the last 10 days that ended up under a shipping policy that allowed PR buyers (a mistake for sure). The item was 21x21x8 and 6 lbs. Normally I can ship it anywhere in the Continental US for $20-$30. When i checked the label for PR it was going to cost $96! By putting PR in the international shipping program it means that i dont have to change anything that I'm doing to have more of my inventory available to purchase for PR buyers because they will now be charged the needed shipping amount.

Okay I’m glad I’m not the only one who was confused by this email. I had just shipped to PR a couple days before and it was somewhere between $4-5 from Ohio. They had me looking like the confused math girl meme trying to figure out if I did something wrong lol but no it got delivered just fine.

I agree it’s a confusing email, but They’re doing it to stop 3rd party shipping companies from being used. Many PR buyers will have purchases shipped to a shipping center out of Miami. I assume they’re doing this in hopes PR buyers go through international shipping. For buyers in PR, it helps since they will now have confirmed tracking. eBay will profit with more orders going through eBay international and sellers will gain by shipping to hubs. Win win all around.

I think you're reaching for the premise of this video. Obviously there an island and shipping to them there are certain logistical issues involved similar to International shipments. They didn't say they're International they just said they're doing the international program. I don't know why you couldn't fathom why it wouldn't be beneficial for them to be included in the program but I could come up with several reasons

What are you even talking about? Have you shipped to Puerto Rico before?…because I have from Michigan where I live..and it’s literally treated just like shipping to any other US state. You pay regular rates and print a normal label and send it on its way. There’s literally nothing different than any other standard package. Hawaii are islands too and it’s the exact same. So are the Virgin Islands and Guam…both of which I’ve also shipped to the exact same way.

They do that for us in guam already. They will charge european people a higher amount. We an order hits for somewhere u dont sell to, ebay will say to send to their chicago hub. Then they will ship it. I think it means guam an puerto rico is involved now. For those who sell from there.

I ship to PR from NYC on eBay all the time via Ground Advantage USPS now, and before Ground Advantage used First Class or Priority, no issues. However, once had to cancel two orders to PR that were heavy, about 20lbs and had listed UPS & FREE SHIPPING. I found out that domestic UPS considers PR international , charge’s international rate! So maybe eBay’s crazy email is referring to a change for UPS rates? They definitely need to clarify!!!! UPS, FedEx, and DHL shipments going to or from Puerto Rico and other U.S. Territories require international services.

I seem to remember this being a topic on the seller check in may have been a breakout session. Pretty sure they are going to do all the US Protectorates and APO/FPO eventually too. Looked but it looks like they did not upload the video of the session like they usually do. They made a point of saying that even if you have a country excluded but are in the international shipping program that will override your exclusion. Kind of made it sound like you WILL sell to those countries and you can't stop it. 🤣

I found eBay international shipments getting stuck in the hub. About 10 percent of shipments never leave the hub and are lost forever. Is anyone else having this issue? I'm beginning to wonder if any inside stealing scam is afoot.

This is ridiculous!!!Puerto Rico has never been an international shipping country!! Even if they keep their autonomy, they need no documents to work in the usa, they use us dollars.😂😂 Puerto Rico shipping fees are the same as usa insland.
