Question to Sam Lee: How do you suggest that we should separate the sporting merits from the financial cheating? Nothing can happen on the pitch without the administrative and financial backing. If the club can't buy the players they need, if they can't pay the players their wages, and if they can't provide the necessary staff and expertise, then the team can't perform on the pitch. Yes, the players and the staff are working hard and performing at an extremely high level, but they wouldn't have been in a position to do so without the financial cheating. If an F1 team breaches the financial regulations or uses illegal technology, it doesn't matter if their driver performs at a world class level. It would still be cheating, even though the driver didn't participate directly in the illegal activities. How is what City are doing different? My belief is that you can't separate the sporting merits from the cheating, and that the only right thing to do is to disregard the merits. It's a shame for the players and the managers, but it's not like they walked blindly into it. They knew (or should have know) what the club has been accused of because the leaks are from 5 years ago. Yet they chose to play for a team with a very questionable reputation.

What is the supposed cheating? Spending less than United and Chelsea or trying to get past a rule designed to protect established clubs in an era where influence of money is rising day by day? Why wasn't FFP there pre City and Chelsea takeover? How has it stopped clubs from going in ridiculously bad financial situations exactly which was supposed to be its purpose? We have the example of Barcelona, Everton.. i'd argue even United are on the verge of mediocrity. The F1 argument doesn't really adds up because the players aren't exactly using any illegal technology on the pitch. You're comparing two completely different scenarios. Why are we in an environment where some clubs are supposed to dominate forever like they have the priviledge because they got investment in the pre FFP era? Explain without being bitter for once.

@@vikasmishra4167 Financial fair play literally made Barcelona unable to continue with Messi because of their financial circumstances, they refreshed the squad, won the la Liga and got themselves into a lot better financial situation with new sponsors.

And one more question: How does it helps Everton if suppose they are relegated and then sanctioned further to be demoted to league 2 because they broke FFP? How does it actually financially protects them cutting all of their revenue when they are 500 m down in debt already?

You can't separate cheating from the results. You can have the best manager in the world, you can have some of the best players in the world, you can have a deep and talented bench, you can have amazing facilities, you can have amazing training staff, you can have big salaries, and you can have incredible performances, but most teams NEVER have all at once. That requires the kind of financial backing only a few teams have. And if they cheated, it shouldn't matter if they were smarter about it than PSG or Chelsea. Cheating well is still cheating.

His later points about waiting and seeing what the verdict is made total sense. People jumped to conclusions re the CAS case and were proven wrong, the same could happen here. Or maybe they’re guilty in which case we can all debate what should happen. At the minute we’re all guessing because none of us here are involved in those conversations and it’s all behind closed doors.

@@kunimitsune177 they didn’t, like Sam said in this interview. You’re literally falling for the same thing. Some of it was time barred, some of it wasn’t. CAS looked at everything that wasn’t time barred, and concluded there was ‘no evidence’ that city had breached any rules. But many like yourself fall into the ‘technicality’ trap and dismiss everything else without actually understanding it. Just because you think City are guilty doesn’t mean they are. CAS ruled in City’s favour.

Adam understand that football fans like to cope and seethe when they see a Muslim owned PL team destroy the league. So they grasp at everything. Here's a summary of CAS: (!) •With regards to Man City disguising funding as sponsorship money, CAS found that UEFA's decision to sanction Man City was NOT correct, since their entire case is built almost entirely on just those leaked emails, without sufficient accounting or transactional evidence. The nature of the allegations would necessitate communication with 3rd parties, yet no evidence of those was presented. UEFA argued that Mr. Pierce (director of Man City, among others) made arrangements for these crimes, but Mr. Pierce's testimony was considered compelling ("no reason to believe that his testimony was inaccurate"). (!) • UEFA basically produced clearly insufficient evidence for most of its claims. Originally, its entire case was based on just those emails, but then they attempted to introduce the documents they received from Man City (after they made an amicable agreement on which ones can legally be subpoenaed) into their argument. However, it remained LACKING. The burden of proof is on UEFA (a fact that was agreed-upon by both parties), but they simply failed to meet it. (!) •On the other hand, Man City did provide direct accouting evidence, as well as compelling testimony that explained the role that key individuals play in the organization (as well as the 3rd party status of companies such as Etihad). (!) •CAS found that most of the requests for evidence made by the CFCB were reasonable, but that Man City was "very reluctant and at times uncooperative" with regards to producing them. There are 2 specific examples mentioned, and they comprise the reason for the fine. •UEFA recognized that Man City only partially produced the desired documents, yet explicitly accepted the fact that NO inferrence can be made from this fact (that is, they CAN'T claim that there reason Man City was uncooperative was because they hid incriminating evidence). They did this in order to get a rapid process, one that reached its conclusion before the start of the 2020/21 season. TL;DR: UEFA simply did not produce the evidence necessary to prove these statements. Their entire case rested on the Leaked Emails, and CAS could not determine that the crimes mentioned were in fact executed. A small part of the offenses were time-barred (those made prior to May 15, 2014). Basically, CAS recognized that UEFA felt pressured to start the investigation (as the leaks published in multiple news agencies were compelling enough to start an investigation, but not sufficient to prove the end result)

But here's the thing: it's actually a win-win situation for both the club and Abu Dhabi. They get to celebrate their traditions, and Man CIty benefits from the association. Now, let's consider this: what exactly has Abu Dhabi done that hasn't been done by the United States? I'll give you a moment to think about it. They can do what they do on the pitch precisely because of what they do off the pitch. If what happens off the pitch involves cheating, then so does what happens on the pitch. And, by the way, hard work and intelligence excuses nothing. Bank robbers tunnelling into safety deposit vaults use intelligence and work hard, that doesn't make what they do any less criminal. As for the opinions of "professionals" like Lineker and Shearer; they are ex-professional footballers and current professional presenters. They are not lawyers or professors of moral philosophy. Their expertise is no more relevant than anyone else's, arguably less so due to a lack of perspective and objectivity. As for Sam Lee's position that people seeing things differently to himself show a lack of understanding, that show's his own lack of understanding of the issues involved and a fair degree of arrogance. I'm happy to debate them with him at any time to see which of us understands things better.

The concept of Innocent until guilty is valid for the legal system but when City have larger commercial deals than United, Liverpool, Arsenal or Chelsea, all of whom have larger fan-bases and some of which have been successful in the recent seasons, it rings hollow. No matter the outcome, fans know there was financial doping and sports washing, and the argument Sam makes is quite weak for a 'Journalist'.

Innocent until proven guilty applies all the time or the whole thing falls down. You can’t say ‘usually it’s alright but in this case I’m pretty sure they’re guilty regardless’ and claim to be in any way balanced. People were absolutely convinced CAS would rule in UEFA’s favour to the point where everything leading up to that point was about what punishment City should have. Then it went the other way and people cling to the ‘technicality’ thing Sam referred to later in this video. Maybe just wait and find out, one way or the other.

Im pretty sure 'City's' commercial deals cover all that of the city football group. Ie their Puma deal is for all those clubs and therefore isn't how much Puma value just City, their Etihad shirt deal includes the other clubs as well, etc. Another valid critique of those deals is that Etihad is from Abu Dhabi and could theoretically speaking be a valid way for the owners to funnel money in legally that would otherwise exceed the amount allowed in direct injections.

@@lorddiegocosta3307 other CFG clubs don’t wear Puma so it’s not a CFG wide agreement. With the Etihad deals and any other agreements that affect the group, a portion is allocated to City’s revenue and so long as that is in line with fair market value, there’s no issue. CAS said the sponsorship agreements were in line with fair market value.

when a lot of these allegations started the decisions weren't so smart either. The financial doping allowed them to brush off expensive disasters like mangala, bony, mendy, danilo; signings that would have weighed around the necks of other clubs. Now we hardly mention they were ever there, and pretend every signing made by citeh has been a success.

It's not 'innuendo' that the UEFA charges were time barred, it's fact. And it wasn't that there was 'no evidence' to support other charges, it was 'insufficient evidence'. We've all seen those leaked emails. Abu Dhabi clearly has the same approach to football as they do with their arms dealing, absolutely no regard for rules and regulations. They don't like competition. They don't like being told what to do by footballing authorities. No-one in their own country tells them what to do, and that's really what's at the crux of all this.

Everyone that is being honest knows full well financial doping happened. What we aren't sure of is if they'll get away with it free of any punishment. For me their play on the field is a joy to watch but there is an asterisk on every victory. That will be this clubs legacy moving forward.

You're only arsed because there's a club thats actually using their money wisely unlike the bunch of United, Chelsea etc who are defined failures. I've never seen a bigger waste of 2 billions from 2 clubs and they are still round about top 6 because no other club is allowed investment and chance to compete.

Disappointing conversation. Asterisk City have cheated and the time barred thing was a clear breach- open your eyes. No wonder the likes of Newcastle can state fund a team and continue the sports washing league. Chelsea should also have leagues rescinded. I despair!

People will say nobody said anything when teams like united and liverpool were dominant in their eras but completely ignore the idea WHY city are being looked at differently. Even if city escape with minimum punishment anyone who thinks they haven't cheated a bit is naive. They definitely took advantage of loopholes. Any city fan saying the sudden focus on the club's finances is only because people are "jealous" of their success are naive as well, city were winning a lot before this and there was speculation before too. Now it's more in light because of the 100+ breaches and it deserves to be in the focus

Cheating is cheating doesn’t matter if they win a lot or don’t. It can’t be separated into of and on the pitch if those players wouldn’t be there if not for the cheating that had took place these are massive questions. I think price caps need to be brought into the league.

The root question when it comes to the financials in ethical terms to me is not are are the individual players, manager and coaches so good as to deserve the win(s), but rather is it fair that Man City were able put together this particular set of players, manager and coaches in a way that leaves the competitive integrity of the competitions intact. In one sense it was ever thus, people are reasonably quick to forget that much of the legacy of Real Madrid's success was similarly built on the patronage of Franco's literally fascist state, to give just one high profile example.

The Premier League has been leaned on by United and Liverpool (who are essentially business partners at boardroom level) to do something about City and their current dominance. The toys are out of the pram well and truly. When Liverpool hacked City's scouting database in 2013 the Premier League stated they could not investigate it because it happened a too long a time ago, essentially time-barred but some of City's supposed allegations they are being investigated for go back to 2009. How does that work? The whole thing stinks and people who can't think for themselves believe the propaganda that City are cheats. City will have their day in court like they did at the CAS ruling.

Pretty disappointing and insincere analysis here. It's absurd to dismiss the charges as not related to on field play. If they're able to build teams, staff, and facilities more rapidly than other teams then they have an insane advantage every matchweek. Sam Lee wants to hold off or dismiss charges, when City only got off of UEFA charges because of a statute of limitations rule lol

The problem with these charges being issued is that everyone has already presumed City guilty. It does look incredibly likely that city are, just by the amount of charges placed upon them on top of the UEFA time barred legal situation. But even if City do manage to disprove each and everyone of the charges, they are still guilty in everyone's opinion. City could put forward and make public every bit of information to disprove these charges, but the general public will still accuse them of the charges they aren't even guilt of yet. FFP and the FA's rules have intended and affected all clubs from being competitive. The more money a team can spend and the more money a team can utilise gives the ability for the team to increase competitiveness within the league. I really do not understand why that would be disadvantaging for the Champions League and Premier League. Take out City, Chelsea and Blackburn who all spent above their means in order to compete. Manchester United win 4 straight premier leagues and from 2003-2013 win every single premier league title. Remove PSG, Chelsea and City from the Champions League. We don't see 3 spectacular comebacks from Real Madrid last season. FFP and the FA's rules and regulations do not prevent team from driving themselves into the ground economically and do not prevent them from being dissolved. Bury has been neglected by their owners and they went bust. The same nearly happened to Derby. The same nearly happened to Bolton. The punishment for teams overspending and being neglected by their owners is not a removal of the owner, but to compound the misery onto the clubs. City are the only team within the last 7/8 years or so that has seen their high spending result in consistent domestic success in England. Chelsea and United who have both spent more, currently are far below the trophy haul and table positions of Mancity. PSG have still not won a champions league. RB Leipzig are still without the Champions league and Bundesliga. The only reason this is suddenly an issue is because Man City have been so astute and relentless with their standards that it is resulting in a period of domination. Gary Neville has correctly pointed towards Bill Shankly, Bob Paisley, Sir Alex Ferguson. These managers have been more dominant than Pep has ever been, yet due to the spending, it is currently an issue

Also important to note the "decade" of accounts baking is only an accusation for that decade because it is that decade for which documents were leaked. There is nothing to indicate that particular decade is unusual. Also, FFP and sustainability are important because, as Chelsea/abramovich showed, you can't guarantee city-state money is there forever.

Fair play is there to offer teams a chance, spending billions doesn’t guarantee a win but it really helps, if city then have to go beyond the amounts agreed in the fair play timescales then they have broken the rules and must be handed a penalty, personally I’d put them in the championship, if they just deduct 20 points they still make champions league and at the same time taints any teams promoted above them. If the penalty isn’t harsh the teams like Chelsea will buy there way back to the top and won’t care if they break the rules as the penalty wouldn’t fit the crime

I am reading about ffp and it appears it was implemented in 2012 and full rules were applied in 2015. Can anyone, who actually has knowledge of it, explain how it works and how you can breach the rules in, for example, 2009 and 2010 when it wasn't implemented. Thank you! If Athletic can respond to this, it will be greatly appreciated. Just trying to get a sense of these allegations.

Its purpose was supposed to stop clubs from going into bad financial situations and bring equality to the sport. I suppose it has failed at both at the very roots of it. Its true purpose was to stop new clubs from rising to the challenge and receiving much needed investment needed to challenge in todays environment. That is trying to keep the rich richer.

The thing for me regarding these allegations is that there isn't any real "right" side of this standoff between City and the Prem/UEFA. FFP as it stands right now is essentially just meant to preserve the status quo and prevent recently cash-injected clubs from catching up to clubs who have had deep pockets for a long time (United, Chelsea, etc.). So if City have broken the rules here, does it even matter when the organizations imposing those rules are corrupt and just in it for their own desire to retain money and power? Clubs using money to improve their clubs as best they can is a symptom of the money problem in football, not the source. It doesn't make breaching FFP rules right, but there's a bigger picture here than most casual fans see or may want to acknowledge. Labeling it "cheating" when the suits who determine what constitutes "cheating" are so crooked -- that simply dismisses a much bigger, more important problem in the modern game.

I think it's important to separate City as a club financially doping and the football staff, one is almost certainly guilty of breaking the rules but it's not like you can blame the players. Let's use Grealish as an example. City paid an outrageous fee for him, that has gone on to help his club. They pay him a great wage and he plays great football for them. Should he have to feel guilty about the financial implications of his transfer? Should he have to feel that the great football he has played this season is tarnished because some execs broke money related rules? Do we have to say that Haalands incredible goal coring season is worth less because there are these allegations? Does KDB's legacy get scrapped because someone he has probably never met put extra money into the club? I can't blame it on the footballers myself, so I can see the lines of separation. If you can blame them, I' be interested to hear what you think and why.

I agree. The players and the coach have won the matches and not the money. What the money has done is allowed them to field 17-18 £60-100 million players. That’s what the money has allowed and virtually no one else can do that.

Sam embarrassed himself in this chat. The success of City and the financial allegations cannot be separated. He came out with a lot of unrelated arguments. One big reason for this is the current players are not at Man City because they grew up wanting to play for them or they were successful in the past etc. In the early years they could get a lot of money, then as the foundations were placed players could get money and success. Then as the club was built for the best manager in the world players had the allure of money, success, facilities AND playing under the best manager in the world. Man City is just the vessel. I assume the Saudis will follow the same blueprint with Newcastle and the Saudi League. If the owners decided to give the club away to the fans and decided to buy Bournemouth, Everton or Burnley, where do you think the players would go???

The Premier League charges will fail. Charges mainly relate to allegations of cheating on City's accounts, which is illegal. Allegations say City inflated their sponsorship money to stay within fair play rules. But this allegation was already covered by UEFA and they didn't find City guilty. In fact, UEFA had an agency that looked into City sponsorship before allegations were made and found nothing. In terms of City spending, City has one player, Jack Grealish, who makes the top ten most expensive players in Europe.

I feel like whenever I watch an athletic discussion there's always at least one person trying to defend or find excuses for or do whataboutism about obviously scummy practices from either clubs or football orgs. In this case, even if everyone found them innocent of any wrongdoing anyone with half a brain would still know City's rise to glory was financed in a sketchy way. And yes, maybe something like Wrexham is problematic in its own way, but you can't be telling me this is in the same ballpark as City's case. I don't know if this is their attempt at representing all sides of the argument for "balanced" journalism or sth but it devolves half of each discussion to the most sane person having to constantly point out obvious things.

Sam clearly has no idea. The performances on the pitch go hand in hand with the money spent. Buying the better players and paying them the bigger wages brings consistency and better performances. They are both connected. And just because city have spent the money well on the right players does not condone financial doping.

it's easier to make smart decisions when your starting position is false to begin with and your economy is not built organically. there's 100m worth of players that are not organic acquisitions at city, when they sell them and reinvest it doesn't suddenly make the investment more real than when ffp was breached. the whole thing is rotten, how journos and fans haven't picked up on it yet is beyond me, but what else should I expect from football fans

No one is talking about fact that Man City didn’t need to sell players to manage their P&L and Balance sheet & then inflated their revenues with fake sponsorship contracts.. They are completely guilty & exactly why all other clubs should be furious as City didnt need to sell players for their growth.. like mostly every other club. Man Utd have genuine huge commercial revenues. Liverpool had great recruitment/manager but also sold well. These are all legitimate strategies. City basically accelerated their growth through financial steroids without doing the real work of running a club in the spirit of the rules. Their bench was worth £450m at the weekend.. if you inflate your revenues faster then they are in reality (your brand being over valued than the real picture )- that is cheating..

Who were they meant to sell? Joey Barton? It’s impossible for a team post-takeover to generate revenue to offset spending. And the rules are designed to prevent it. To keep the rich clubs, who’ve always bought the league btw, on their own at the top. Of course the fan base in 2008 was reflective of their mediocre results. Of course they can’t sell the bad players they had to offset the good players they buy. The Emiratis probably did break some rules but I’m glad they fucking did. They’re shit rules meant to protect the clubs that were already big, and now supporters of said clubs are the loudest whingers. City are now spending wiser as well, and they’re just a well run club. Only sensible thing said on this was that they are not guilty until proven so. However, the most compelling argument for me is simple. Why would the premier league charge, and tarnish the reputation of arguably its most prized asset right now? Answer, because it’s very likely that they have cheated.

Because you can audit the conversations and deals made by Chevrolet and the like when it comes to United..you cannot fairly audit the conversations and deals for City when it's the entity that is signing off the deals and making the payments. They are the same entity or through a satellite of affiliations that can be traced back to the Sheikh or other government entities. It isn't a free market.

However in the past, City have been accused of both inflated sponsorship and ultimately self-funded. City's shirt sponsorship went from around 7m per year to over 20m to over 40m. We can speculate that it is similar to UEFA; that the PL does not necessarily believe the valuations were fair and where the funds were actually coming from. There is also speculation that agency fees and salaries have not been fully declared and thus not a true reflection of their accounts.

The FFP rules were brought in so that clubs wouldn't go bankrupt if the owners stopped putting the money in. If the owner goes, so do the inflated sponsorships and a massive chunk of the income, but the costs stay the same.

“Speculate to accumulate” thats a phrase ive heard all my life. Especially in relation to business. The way ffp is set up (spending vs income) how can a team in the periphery ever have a chance to make the next step if ffp already puts handcuffs on them. Im an Arsenal fan for the record and honestly zero f…ks given about what city are accused of. Basically they bloated their sponsorship etc income whatever, to allow them to compete with the big boys…. In any other walk of live this is a non event. However i get it, 90% of football fans support established “big teams” Utd, Liverpool, Arsenal etc etc. so naturally when someone comes along and starts threatening their dominance the twitter brigade are out on force. Thats my two cents worth ✌️

Because sports ‘should’ be a meritocracy. The big teams are that way because they’d earned that status after decades of winning. It’s why Chelsea was enemy number 1 in English football until the city takeover and in a few years Im sure it will be Newcastles turn. There’s also the other element of where exactly the money comes from. The Saudi regime is not one with bloody hands. Most detractors won’t go that deeply in their complaints but it’s a very important element of the situation.

"they bloated their income from sponsorship...in any other walk of live this is a non event"...Not sure the likes of Waste Management, Enron, Freddie Mac, AIG, Lehman Brothers, Theranos and countless others would agree with you. These were public companies granted but the bottom line was they were all fraudulent. Everyone of them cooked the books and everyone of them suffered the consequences. City have done exactly the same, they have cooked their books. They may not have public shareholders that can question the validity of their books, but the premier league is their main stakeholder and they have a duty to ensure that their rules are followed through an audit. It is the Premier League that has called bullshit on City's books. Not fans, not other clubs but the very intuition they play in. This time they won't get away with it on technicalities.

FFP was introduced to prevent teams from going bankrupt or bust, aka Leeds, Portsmouth etc etc. spend within your means… its outdated and not fit for purpose. We live in a capitalist world afterall…. If some state or billionaire wants to pump their own personal wealth into a football team then why not? Now the big “established teams” again my own club included are kicking up s fuss because their is now another player at the table and for the first time ever they are no longer the king makers. They have been usurped and tossed to the side. What city have done is built an unstoppable team… im sure if they followed the PSG model and were utter garbage no one else would bat an eyelid.

Until this season they had appeared in as many UCL finals as City. Remember these aren't UEFA charges but the Premier League. Even the season PSG signed Neymar, they sold 100m of players and the season they purchased Mbappe, they sold a further 115m of players.
