Social Security 2025 COLA seen falling, leaving seniors struggling and paying more tax
Older adults should expect a much smaller cost-of-living raise next year as inflation trends continue to slow.
Based on January's consumer price index (CPI) report on Tuesday, Social Security's cost-of-living-adjustment (COLA) in 2025 is forecast at 1.75%, according to analysis by The Senior Citizens League (TSCL), a nonpartisan, nonprofit seniors advocacy group.
That increase would be lower than this year's 3.2% adjustment and 2023's 8.7%, which was the largest jump in 40 years. And it would fall short of the Congressional Budget Office's (CBO) forecast of 2.5%.
CBO uses a different calculation than TSCL, "but clearly inflation rates are expected to fall from 2023 levels and the COLA for 2025 to be lower as well," said Mary Johnson, TSCL's Social Security and Medicare policy analyst who does these calculations each month.
"My estimates change month to month based on the most recent CPI data," she cautioned. "We still have eight months of data to come in and a lot could change."
How is COLA calculated?
Social Security Administration bases its COLA each year on average annual increases in the consumer price index for urban wage earners and clerical workers (CPI-W) from July through September.
The index for urban wage earners largely reflects the broad index that the Labor Department releases each month, although it differs slightly. Last month, while the overall consumer price index rose 3.1%, the index for urban wage earners increased 2.9%.
How would a lower COLA affect older adults?
While slowing inflation is always welcomed, a lower COLA isn't. Seniors are still catching up from the soaring prices of the past few years, Johnson said. In December, CPI-W was 3.3%, slightly higher than the 3.2% COLA raise older adults received this year.
If COLA drops dramatically in 2025, "that’s not necessarily good news if prices for housing, hospital care, auto insurance, and other costs remain at today’s elevated levels,” Johnson said last month.
Social Security taxation is also on the rise
More Social Security recipients are paying taxes on their benefits, too.
The large 5.9% COLA increase in 2021, the 8.7% bump in 2023, and the 3.2% rise this year increased people's incomes. How much of your Social Security is taxed depends on how much income you have. Some states may also take a cut.
"The growing number of those getting hit by the tax is due to fixed income thresholds," Johnson said. "Unlike federal income tax brackets, the income thresholds that subject Social Security benefits to taxation have never been adjusted for inflation since the tax became effective in 1984."
This means that more older taxpayers become liable for the tax on Social Security benefits over time, and the portion of taxable benefits can increase as retirement income grows, she said.
If income thresholds for Social Security had been adjusted for inflation like federal tax brackets, the individual filing status level of $25,000 would be over $75,250, and the joint filer level would be more than $96,300 based on inflation through December 2023, she estimated.

So the last time Congress voted themselves a raise was around the same time they changed our travel pay. Medicaid pts get more per mile without a deduction than we do. 50¢/mi vs 41.5¢/mi. Would be a $23 increase for me going to most of my appts.

Wow a another example of how the government does not like veterans. What a slap in the face of every veteran. What should happen is that veterans should get paid before the politicians in Washington DC. We should have gotten another 8.7 % pay increase on January 1, 2024.

All honorably discharged veterans should get E-1 base pay for life or their disability rating, whichever is higher. All 100 percent P&T should automatically get SSDI

I was 100 plus getting SSDI. It's easier once you hit 100 but then they look for a way to reduce you down to seventy. They will do it.

I’d love to know why if inflation is going down as they claim it is, WHY ARE PRICES CONTINUING TO RISE!!? I’m not an economist or anything but that LOGICALLY MAKES NO SENSE. Unless it’s merely ALL GREED from every corporation from every sector but I have a feeling that isn’t the case which means something else is going on!!

you are exactly right when you say it is greed from every corporation in every sector. That is exactly what it is they jacked up the price as you know due to inflation, and the shipping challenges we went through. Once inflation came down, the prices could have came down as well, they did not. The greedy corporations kept the high costs that consumers pay and enjoyed the profits. They made off reduced inflation, but depending on what side of the fence you’re on, it’s easier to blame Biden, when it is the corporations as you said.

because most the people doing the research don't live pay check to pay check and obviously don't do their own shopping. Every time I got to the store or somewhere I see prices rising not going down so whatever the news is talking about or the feds is horse shit because prices for consumers aren't going down they're going up. They must be talking about wholesale even though restaurant prices are still going up. Companies know because we have no other choice they can keep the prices high. This is why I've started to focus more on gardening again so this year I won't have to spend so much on produce versus everything else. All I can say is eat at home more thats what I've been trying to do.

Or if you're like me and love on the west coast starting April all fast food chains with more then 60 locations are gonna have to start paying 20 bucks an hour so yeah the days of dollar menus is dead no more will we have dollar stores etc fast food will be no different then dining out in the future.

@@blackant51are we? Lumber is 2-4 times the cost. That means what I could build for 100 dollars now cost 200-400 dollars in material. Fuel went up. Shipping from Lowes/home depot has gone up… then electricity and tools. Labor cost. I went from having a successful business to struggling and now it’s shut down. No one can afford custom wood work. All of this started when Joey B took office. Inflation increased and everything has continued to go up.

I also believe if you are receiving you va compensation it should be classified in the below income brackets, as a lot of the utility programs lower their poverty amount just below the 100% income.

The cut off income paying into SS is $144,000. After that they don’t tax SS. That’s the issue, us making under that pays all year. Struggle with retirement.

Yes! If you make $70,00/year you pay SS on 100% of your earnings. If you make $1,000,000 you are only paying SS on 16.8% of your earnings. There are elected officials who want to raise the retirement age. F that, eliminate the cap on SS taxes.

The overall problem about social security is while the population is working employment, we pay into it, and taxed, then when the time comes, to receive it we are taxed again. So basically being taxes twice on the same amount. Yes some states do not tax SS benefits, when received, but not everyone can move too those states. The key is to agi adjusted gross income to get below 32,000 marker, then no one pays any taxes, none and if allotted a certain amount towards to cover your tax base, also get that back has well. I 'd like to see a 4% across the board cola every year, who cares if inflation is high or low.

so the CBO is recommending cutting VA benifits ::: I propose any Congressman or Senator including spouse combined incomes losses a dollar for each dollar earned above COLA from salary so if the couple triples their annual income they receive no pay for that year.

The article is very speculative. It is way too early to be thinking about next year's adjustment. A small increase would signal a good overall economic inflation rate. A large increase would signal the opposite. I consider myself lucky to have paid off my mortgage before I became too impaired to work. 100% TDIU and SSDI is more than enough to pay my bills. I understand that many others are not in my situation. First 3 years after leaving the workforce (multiple heart failures) I lived on 40% disability. I quickly learned there were a lot of things I had been paying for that I really didn't need. I could afford those things now, but I don't miss them and put that money in a savings account for my grandchildren.

The January CPI came in very hot with services (wages) coming in much higher than expected. The January CPI was supposed to begin the downward inflation trend. If January is NOT a “1-Off”, and February comes in higher than expected, then the FED won’t be able to lower interest rates until at least June or July. So if there are more job hires and higher inflation, then the FED will be stuck. And if inflation remains sticky or rises, the FED might be forced to raise interest rates. In any event, inflation is real and is crushing buying power. Next month will begin to “tell the tale” for the rest of the year.

There is a KZfaq video by Money Matters stimulus package that came out 1 day ago saying VA,SSDI,SSI and other fixed income programs are going to be getting $2,600 increase starting in July 2024. It says the Social Security 2100 act has been signed into law for these changes. Is this legit or BS? If it's BS, this guy should be sued for telling people who are struggling that they ARE getting this kind of money soon.

it’s not too early. I checked the CPI every single month. Some people like tracking it. If you don’t like tracking it that is up to you. There are many of us nerds that do the actual calculations and follow the CPI during the entire measuring period

Even tho how great Ragan was. He started the tax on SS. So the retired American that paid in to the system are paying tax on income they earned. It is there $$. If the Gov quit taxing SS, then they wouldn't need to pay a cola. Ss is supposed to be retirement fund that was set up by the gov to help people when they do retire. Not be a slush fund!! We vets who depend on our rating are wondering when they will stop paying us. Look at the very high dollar amount the VA pays out and the expense of employing VA staff. They need to feed the illegal aliens and fund Ukraine, I predict they will reduce our payments or stop paying 2 months out of each year
