This is what I am confused about. The mother and her two children were staying in a stable environment. The mother fails a drug screen so essentially the mother is then thrown on the street. The children remain at the family friends for a while longer and then placed in foster care. They are given to total strangers and are not allowed to have contact with their mother. How does this sound like it would be positive for anyone? It certainly wouldn't help someone trying to get off drugs and it would be traumatic for any child! Humans are idiots!

Do you happen to know how the babies were murdered and if it was intentional? I don't think that even matters, your point still stands in my opinion. It's not ok and too many kids suffer more abuse (I was in dcf Costody so I can say that with confidence) and they don't want the real abused kids because they can't make as much money off them as easily because they come with issues that the non abused kids don't. But I just came across this story and really want to know what happened. I feel so bad for this woman. She probably feels very guilty for this. But it's not entirely her fault. It's societies fault for basically allowing this to keep happening. We need to stop taking kids who arent being abused or neglected. They had a stable home and said the mom had to leave or her kids would be taken just for failing a drug screen. But yet it's legal to drink and you don't get your kids taken if you go out to the bar while your kids are safe with a family member or babysitter. So why can't someone do drugs as long as they kid is safe and healthy. That's way less damaging than this. And even if they weren't killed, still unhealthy to be taking kids away from home and moving them around constantly for profit.

I don’t understand why these children were so bounced around...I had a foster child for almost 3 years, she was six weeks older than my daughter, people thought they were twins and for every second that I had custody of her, I treated her just like my own child, because that’s what you do...you don’t take a child in if you’re not going to love and care for them...I raised that little girl until her daddy completed parenting classes and had a stable job and a stable home where he could raise her and her siblings...these kids need love and stability in their already chaotic lives...don’t foster if you can’t provide that!

You are the exception in all the homes I experienced. I would take the neglect and abuse of my own blood before allowing anyone to end up traumatized by strangers who are just random people supplementing their income. Your a rare moment and greatdul your there . ty

@@All5AJz I’m so sorry that you had such a bad experience...and it sounds like you took care of the other children too...I know that people sometimes take these kids in for the monthly checks they receive...and that’s absolutely disgusting, I hate to think that’s why the majority of people choose to foster, but sadly I know many do...I don’t remember how much I got for her, but I had it put in a separate account and I only used what I absolutely had to from...I wasn’t rich by any means, but I already had two children I was buying diapers and food for, one little girl didn’t cost that much more to feed...my family and friends gave me the extra crib, and she shared clothes with my babies...when she went back to her father, I gave him the money I didn’t use because I knew he had her other 5 siblings that he was raising on his own...I still keep in touch with the whole family and aside from the mom, who as far as I know is still a drug addict, all the kids and dad are doing great...

Agreed. Even if she needed a foster placement herself with her and her babies or a rehab where you can bring your children. Addiction is an illness. Instead they were taken from a loving but sick mama, who had her kid's best interests at heart despite her addiction... And put with monsters who abused and killed her baby. Splitting her pancreas in two and causing untold trauma to poor Millie. I can't imagine what this bio mother must live with each day. There's definitely a place for fostering and adoption. But in the absence of abuse, DCFS should do everything in their power to keep families together and help parents with addiction or mental health struggles. This woman seems to have a good heart and with the right support for her addiction she would be a great mama. I'm so sorry this happened to you and your children Tessa. I hope you can find peace and sobriety. I know it isn't easy.

THEY need to do better. Any one of us could take drugs. We don't. It's a choice. They deserve to be punished but most of all, their kids need taken away because they harm them. Unfortunately the system is also useless but drug addicts that harm or neglect their children don't deserve sympathy. Same as any other child abuser.

@@Mandaxx25 we all need to do better. I come from a long line of addiction. A lot of opiate addiction starts in the doctors office with the perpetual overprescribing of pain medication, for example. People self medicate their mental illnesses with substances. Not all addicts are bad people. Grace and kindness and a little empathy can go a long way.

@@shaylah7389 I agree on the empathy part, but addiction can't be resolved unless the addict puts in the effort to hurt their loved ones less. My dad was a heroin addict, and he constantly chose dope over his family. I helped him for decades. He made his decisions, and drugs do not remove accountability. Counselors may lie to them just so they don't relapse, play on their feelings and make them feel like victims of their own stupidity, but addiction is an addict's fault. At the end of the day, it is a choice. People who get better are proof of that. Some people just don't want to let it go. Not all addicts are bad people, but they all make bad decisions.

@@0kewl an addict has to do it for themselves. My mom went to inpatient rehab three times and my dad prison to get clean and sober. It wasn’t for me. Them doing it for themselves was the best thing they could do for me. Mitch Hedberg said it best, may he Rest In Peace, but alcoholism (or any addiction for this matter) is the only disease people get yelled at for having.

I just stumbled across this case while recovering from heart surgery.... This is sad no matter what the mom has done her child should not be deceased... These people volunteered to care for these babies regardless of how they felt about mom's habits and vices!!! My husband and I were married 6 mos and took temp custody of 3 siblings whom we now have permanent custody of them and our love for them is deep and wide not based on what the mom done for them to end up out of her care!!!! Praying fir this young lady because from what I gather someone failed her too

I’ve watched Tessa’s testimony 3 times. No mother is perfect. After all was said and done, her babies were safer with her. Every single day that goes by I hate Jennifer and Joseph Rosenbaum more and more. How dare they even lay a finger on a child. Whether your own or not! No excuse! Who does Jennifer think she is??? Jennifer thinks she’s something special, though. She’s nothing but a witch!! She only wanted those girls to show off. I’m so sorry sweet Tessa. So many people failed you.

Foster home is the worst chapter of my life... I wouldn’t wish it on no child. I’m here at 30 years old and remember how hard it was for me . Brutal. Mothers /fathers please practice safe sex if you can’t raise your own children. 90% of the Foster care system is not a good place!!! It carries with children for the rest of their life’s in some way. I have PTSD& Panic disorder because of it. I don’t whine about it... but I am the way I am in ways because of what I went through. It’s a lot for a child to go through, on every level. The reason she cant remember dates is because of the drugs, it's called "life in the fast lane" one day you're 16 yrs old and try meth for the 1st time then the next thing you know you're 27 yrs old and have no idea where time went. I felt I should add this here. So being a product of the foster care system, and my mother who not only fought drug addiction and succeeded but also fought back to get my brother and I, my sympathy is with the mother. That foster mother (that rosenbaum monster) should be drawn and quartered imo. And the foster care system 30 years ago was awful. Its sad that this situation is even happening now. Im so disgusted and sad.

People do stupid things with their lives and the only thing she did wrong was trust the state to keep her children safe while she cleaned up and became stable. I know my mom still suffers from the nightmares of us being taken away from her, let alone the conditions of the foster care i told her later on i had to endure. My mom fought hard to get us back and i would hate to imagine her wrath if me or my brother had DIED without her being able to do anything, and trusting grown people and professionals. put on your logic and sensitivty hat if you respond.

I'm an addict, my daughter is 25 already and I got lucky and she wasn't taken away, I still don't understand how I got out of the case I had, I was cheating on drug tests and got caught. For some reason the lady didn't report me. And what's even more puzzling, is that they stopped testing me after that even though the case remained open for 6 months or so and some workers made home visits. I carry a lot of guilt for what I put her through and sometimes felt like she might have been better off if she was taken away. I'm glad to know I'm wrong. I'd appreciate hearing your story, it would help me. My daughter insists she wasn't affected by my drug use but I know she was. She's probably saying it to make me feel better or doesn't realize what it did to her.

Because this is how things go down (most of the time) if the biological parents break off and there is no functional family background. All it'd take was one single person who stood up for the child and said: "You and me, child. I'll take care of you, don't worry." But often this person is just not there. A few generations, were family lived closely together, it was quite normal for other family members to look after children when their mother got sick or died. Nowadays our courts are full of cases of grandparents who want to get paid for looking after their children, and as foster- and even some adoptive parents you get paid for looking after the child, too. So if you happen to be born into a life without a loving, caring parent, just one, you're f*cked. I know, because I'm one of those kids.

@@jojosteele3369 Yes , the biological mother " chose " the path in which she did .Yes , the biological mother is the beginning of the " domino affect " which in the end,led,to the death of one,innocent little girl and the other little girl being " adopted out" So , yes , I would also say that the biological mother is also partially responsible for the overall tragic situation . Yes , the biological mother may have cleaned her self up a bit, however , one can foresee how her " past choices " still affect her and more then likely always will just like she even admitted her own self . What one " chooses to do " in their past , always seems to play a " major part in their current aka present life as well as into their potential future life . Sad and so very unfortunate for all whom have been directly / indirectly involved with this tragic case and the unwarranted death of such a precious innocent little soul

I battled a drug addiction so I know how it is, thankfully I never lost my children, but now I’m back to health. Who realize you absolutely can not take care of children even your own the way they should be. And I couldn’t imagine the guts this girl had to know she’s not good enough for her own children and know she’s a F -up thinking she’s doing the best for her kids. These kids was MORE safe with their drug addict mother then these two losers that cause Layla to ultimately lose her life, at the age of 2

Same i battled addiction for years, since my teens but luckily got clean shortly before I got pregnant with my 1st child, 9 years ago. Still struggle and take maintenance meds, but it's better than being in full blown addiction. My friend gave her son to her sister because of addiction, it was supposed to be temporary but her son was 3 at the time now 11. My friend is now clean and doing well, even had another child, I've never asked her but I always wonder if she regrets her decision, not to mention i wonder how her oldest son feels about the situation. It definitely has to be painful handing over your child.

Suz V2017 what I meant was everyone is quick to jump on the Mom and crucify her but what about the Dads who are also absent and weren’t able to help these kids so they didn’t have to be bounced around. Of course the Rosenbaum’s should be convicted and punished accordingly. Jennifer is a real monster.

Here I am taking care of someone's kids when they couldn't and yet many of them were still having kids...and those kids also would go into foster care!!!. At first I was watching this and thinking that Tessa is very immature and not taking this very seriously but when she started crying after reading the messages my heart broke for her. I aged out of foster care myself and child welfare fails to ensure that children are adequately prepared to be adults and parents. All we have once we age out are the same people who didn't care for us properly. We learn to parent from our own parents. Sometimes we manage to not repeat our parents mistakes but too often we find ourselves in a cycle. And when someone comes to you that understands your background and says all of the right things it's so easy to let your guard down. You want to believe that they're coming from a place of kindness. I really hope that Tessa is able to turn her life around and be someone that her kids can be proud of. She's so young and has a whole life of promise ahead of her. Regardless of her choices that led to her girls going into care they didn't deserve what they got. None of them did. And there is no sentence that will ever be enough to give justice for Laila.

I'm a loving caring mother who takes care if her kids and loves them and tells them every chance I get how much I love them and let them know that they're my world and No1 comes b4 them I was in foster care and ita no place for any child DCF shld be on the stand they failed this child the mother was doing g what she thought was the right thing so she could get cleaned and get her life on track how would she know that these Monsters would kill her baby she had no idea especially that this monster was messaging her and sending her pictures of her child she thought she was being taken care of this woman shldt of had her kids taken away she shld of got the help she needed along with her kids not to take her child away and have this poor baby go from place to place to place this was such an Unjust for this child I am so sad for this whole situation with this mom being robbed of a better life with her kids and getting cleaned and then showing her kids how much they were loved and what she went through to get them back they shouldn't of been taken a way from their mom in the first place period they should of kept them together and for her mom the help she so needed this is a horrible horrific case I am so sorry to you. My little brother was born addicted to drugs and placed in our family as a foster child. He and my mom recently decided to legalize the family bond and he was adopted, unfortunately my father didn't live to see that. In our country, domestic adoption of foster children is not really a thing, even when the kids have parents who in a likelihood will never be able to take care of them so that's why that happened when my brother was an adult. Besides being born addicted to drugs, my brother has a NPF diagnosis and he had a rough time in his first years at school. He even was held back a year. With the right help, he found his strengths and finished school with the highest grades in every subject. He then went on to study at the Sorbonne and teach in China for a year, becoming fluent in both French and Mandarin, before he came back to our country to finish his education in business school. In the middle of this corona pandemic, he was made partner in the firm where he works. He's engaged to be married to the first man he ever fell in love with. None of this would have happened if my parents had been abusive and killed, him but it all happened _even though_ he was born to a drug addict and placed in foster care. Laila had a life, she had a future and the Rosenbaums took that away from her. Not her mother's circumstances.

I was a foster kid, I was blessed with 2 wonderful foster parents, I remember when I was told that I had to return to my home, I cried, I didn’t want to leave, I wish there were more foster homes and parents that were as loving and kind as the one I was blessed to be in , stricter guidelines and unannounced home visits are needed!

I had children that were not of my body and cared for them just like my own. Some stayed longer than others but I never used the words foster care. I was the mom at our home and and all the children were mine. We were just a family. I also bypassed the system by having bio parents go before a judge and everything was up front and mutually agreed to be best for the children. I found it to be best. The foster care system is a mess and it has nothing to do with caring about and for children. It’s a technical term that always causes a bad feeling.

The foster mom had SCHEDULED home visits because she was given special consideration since she worked within the court system. Tessa (bio mom) made appointments to visit her daughters but foster monster constantly canceled for fake reasons, most likely to hide bruises and prevent oldest daughter from telling bio mom about little sister’s abuse. Sickening, right? The second time my appointment was canceled I would have found somebody with a good camera and telescopic lens to photograph my girls or went to the media or something.

This is ridiculous. Foster families should be better researched and even be able to pass a lie detector test on certain questions before any child is placed in the home. Far too many children are removed from a bad home and placed in a worse home where they are preyed on. This should never ever happen. If it were up to me if ask each person that was to be in that home at any time if they had a sexual attraction to a child, anger control issues or have ever abused a child mentally and physically, ever physically hurt anyone or committed a violent crime against anyone that had been unseen, are racist or hate those that are gay or transgender, begging to any religious cult or group that may affect a child of a certain faith or race the north family has raised then as, and lastly if they have the common goal to eventually reunite child with north parents and do their part to assure that it happens on their end and they will protect and love that child as if their own.. If they can't pass those few tests they shouldn't be foster parents.

My parents and Aunt had foster kids and we loved them all. Took great care of them and treated them like our own to the point they stayed in touch with us. Came to our homes for Christmas and many come back with their kids, and now grandkids. Not all foster parents are bad like these people. Several times my aunt took in the kids and their young mom's just to help the mom's get on their feet.

And she certainly does not need to be punished by the public for the Rosenbaum's crimes. Personally I hate drugs and alcohol abuse and the impact on families. unite4peace88 sometimes families are so exhausted and tired of the cycle that they let the addict hit rock bottom. Tessa seems sweet and hopefully she straightens our her life.

I just want to give her a hug. She never hurt her children she was a drug addict and I firmly believe had Laila stayed with her mother whether she was an addict or not the little girl would still be alive instead DFS in their infinite wisdom decided a lawyer would be a better option and the evil bitch killed her! I think if you take on a foster child you need to treat the child exactly the same as your biological children, with the same love and nurturing.

Some people just don't need to have children. I DON'T KNOW why someone gets involved with drugs but I think it would have helped this young woman a lot if she had some kind of support system.

Why was Tessa in Foster care ? She had family.I didn't hear why she was in there bc she had a grandmother . This is a sad case. Jennifer was really a liar .She seemed to enjoy being in control.

Having been in forster care myself most of them are shitty as hell.. Some just take the money to do stuff with their own kids. Make you wear clothes with holes in them , give you bad food , don't let you see your parent(s) ,... but then there's also foster parents that take hella good care of you , bring you to their family , making you feel like you have a home.. It's sad that stupid , selfish people take advantage of children who need someone to love and care of them.. I've been there.. It's heartbreaking to see it happen to such a young girl..

The remaining three have been adopted by amanda harrill. She testifies the same day as 7 year old Millie who was 4 at the time her 2 yo sister was murdered by JR

Sad case. The mom was very honest from the beginning. Sadly, many people do get involved fostering just for the financial gain and recognition there “kind deed” gets them. The mom certainly was fighting her demons but her children were clean, fed and healthy and happy. Had the state not been so fast to take them into a home of their choosing, her precious girl would be here today.

Some cases they take the kids, allow no contact and don't help the parent recover custody, yet others they allow years of abuse, remove the kids and then short time later give the parent custody and they abuse the child all over again! It's such a screwed up system.

My best friend had her kids taken from Dhs..they’ve been gone 5 months now and have been in atleast 3 foster homes 😔 my friend is in treatment now and is doing really well, I’m hoping she can get them back soon. I helped her A LOT with the kids but she got with a guy last November whom was a bad guy so I had to cut ties cause I didn’t want my own daughter around him..when I got back in contact with my BFF 3 months later, she had a Dhs case. DHS let her youngest at the time stay with me for a week where she was safe and loved and knew me and my daughter, but Dhs took her from me cause of a nonviolent felony from 7 years ago. The baby has been in atleast two different foster homes by now 😔 it’s so sad. The concept is good but the process/system is so broken
